Summary of the contracting process

Worcestershire County Council is procuring a specialist Domestic Abuse Support Service to meet its statutory duties under the Domestic Abuse Act 2021. The service will support adults and children living in emergency and safe-house accommodation, as well as providing outreach support across Worcestershire. It is intended for victim-survivors aged 16 and over and their children, with provision addressing the needs of minority groups and people with care and support needs. The service requires robust case management, KPI monitoring, reporting and outcome measurement. Bidders should be prepared to demonstrate financial capacity, suitable insurance, GDPR and data-protection arrangements, IT security, safeguarding, equality, diversity and inclusion, health and safety, modern-slavery controls and relevant occupational standards. Social value commitments that create additional benefits for Worcestershire are also required. The requirement is explicitly suitable for small and medium-sized enterprises and voluntary, community and social enterprises.

The Domestic Abuse Support Service (DASS) is a requirement to enable the Council to meet its statutory duty as set out in the Domestic Abuse Act 2021. This includes the provision of specialist domestic abuse support to adults and children living in emergency and safe house accommodation in addition to outreach services. The legal duties for County and District Councils included in the Domestic Abuse Act 2021 are to work together in partnership with stakeholders to ensure provision of appropriate emergency and safe accommodation with dedicated support for survivors aged 16 years and over affected by domestic abuse and their children. This includes provision meeting the required standard to address specific needs of minority groups and individuals with care and support needs to improve their health outcomes and address inequalities.
