Summary of the contracting process

The procurement process undertaken by Carmarthenshire County Council involves the establishment of a Dynamic Purchasing System (DPS) for Drainage Investigations and CCTV Surveys. This falls under the services category specifically related to sewage, refuse, cleaning, and environmental services. The procurement process utilises a selective method with restricted procedures, currently at the award stage, as indicated by the tag 'award' in the document dated 16 April 2026. The procurement targets services within the Carmarthenshire region, UKL14, with two active contracts already awarded to ARCH UTILITY SERVICES (SW) LTD for projects in Pensarn, Ferryside, Abergwili, and Whitland. Key dates include contract signings on 6 January 2026 and 16 January 2026, and interested parties should consider the statutory and asset management duties under relevant legislation like the Flood and Water Management Act 2010 and Highways Act 1980.

This procurement presents a flourishing opportunity for businesses specialising in environmental services, particularly those involved in drainage systems and technical inspections. The DPS approach allows numerous suppliers to bid in mini-competitions, opening doors for both established companies and SMEs looking to expand their client base within the public sector. The focus on specific expertise in drainage surveys using advanced equipment provides an avenue for businesses with these capabilities to grow their portfolio and strengthen their industry presence. The ongoing demand for comprehensive drainage investigations under statutory duties ensures a sustained opportunity pipeline for businesses equipped to meet these requirements.

Lot Information

Lot 1

Carmarthenshire County Council is seeking suitably qualified and experienced contractors to undertake drainage surveys using specialist equipment and cameras that pass through or zoom up culverts and pipes to record their condition and location. The surveys will be procured by mini-competition under a Dynamic Purchasing System ('DPS') arrangement. The surveys are required as part of the Authority's statutory duties under the Flood and Water Management Act 2010, the Highways Act (1980) and for Asset Management purposes. The requirement is purely for surveys, not repairs and the work programme is currently divided into four work areas namely: - Surveys of known drainage systems - Surveys of high-risk areas and unknown and uncharted systems - Emergency incident response (could be known or unknown drainage systems) - Highway Drainage Asset Connectivity and Condition Surveys Additional information: A Dynamic Purchasing System (DPS) is a two-stage process. In the initial setup stage, all Bidders who meet the selection criteria and are not excluded will be admitted to the DPS. There is no limit on the number of Bidders that may join a DPS. Individual contracts are awarded during the second stage. In this stage, the Council invites all suppliers on the DPS to bid for the specific contract.
