Summary of the contracting process

Natural England, a public authority within central government, is seeking proposals for a survey service to assess the breeding seabird colony at Durham Coast SSSI. The procurement process is currently in the tender stage, with an active status. Interested parties must submit their quotations by the deadline of 17:00 on 30 April 2026. The assessment will include a detailed survey of species such as cormorant, kittiwake, fulmar, herring gull, and razorbill across approximately 10km of coastline in the UKC region of the United Kingdom. The procurement method is below threshold and follows an open competition for participation, where the submission must adhere to requirements outlined in the Request for Quotation.

This tender represents a valuable growth opportunity for businesses within the survey services industry, particularly those specialising in ornithological study and ecological assessments. Small and medium-sized enterprises (SMEs) with expertise in delivering environmental surveys, as well as experience in coastal and seabird habitats, will find this contract highly suitable. The contract period runs from 6 May 2026 to 1 December 2026, with potential for renewal. Engaging in this project can enhance a business's portfolio in governmental environmental projects and offer substantial exposure in nationwide conservation efforts. The procurement requires bidders to provide quotations for different survey components, which may evolve based on budgetary constraints, allowing flexibility in the scale of services rendered.

Change to Survey Area B (Extension of Scope) The extent of Survey Area B has been expanded. It now includes any available supporting nesting habitat for seabirds along the cliffs within the SSSI, rather than being limited to the previously defined locations. 2. Amendment to Survey Methodology To reflect the increased extent of Survey Area B, the survey methodology has been amended as follows: * Survey Area B will now require two survey visits in June, spaced approximately 10 days apart. * The two main colonies in Survey Areas A and C remain unchanged and will still require five survey visits as per the original methodology. 3. Target Species The primary target species for the survey are: * Cormorant * Kittiwake * Fulmar * Razorbill * Herring gull However, all breeding seabirds encountered should be recorded 4. Optional, Budget Dependent Survey Component Please note that the methodology is divided into two parts, one of which is dependent on available budget: * Section B is optional and will only proceed if budget allows. To reflect this, suppliers must provide two separate quotations: 1. Full quote for delivery of Sections A, B, and C. 2. Alternative quote for delivery of Sections A and C only, covering surveys of the two main colonies and excluding Section B."
