Provision of Medical Aid Insurance Services at the British High Commission Accra
Notice Description
The British High Commission Accra requires the provision of comprehensive medical insurance services for eligible members of staff and their registered dependants, supplied through a fully administered insurance arrangement. The Service Provider will be responsible for policy underwriting, claims administration, access to an appropriate healthcare provider network, and ongoing policy servicing, with medical cover provided subject to agreed benefit ceilings and premium limits per family. The anticipated contract duration is 36 months, with an expected commencement date of 01 October 2026, and an option to extend for up to 12 additional months, subject to performance and operational requirements.
Planning Information
The purpose of this engagement is to gather market insight, test deliverability of the draft requirements, and ensure the specification, KPIs, Conditions of Participation, and commercial approach are suitable, realistic, and attractive to the market. The PME aims to: Understand medical insurance capabilities for Ghana based employee populations (benefit design advisory, market testing, placements with insurers/medical schemes, renewal strategy). Validate compliance, governance and data protection approaches (including handling of personal/health data and local regulatory requirements). Test approaches to member servicing (onboarding, helpdesk, claims escalation), provider network stewardship, and reporting/analytics. This engagement is conducted under PA23 s.16 to help prepare the procurement and will be managed to avoid unfair advantage or distortion of competition. Medical aid insurance licence details: • Evidence of registration with relevant regulatory and professional bodies. • Provide relevant details (names, telephone numbers, email addresses) of key contacts including the physical address of organization’s head office and zonal offices. Any other relevant information that could enhance the organization’s eligibility. • Provide details of systems and procedures that are in place in your organisation to ensure confidentiality and data protection. How do you meet any local legal requirements related to data handling and health care confidentiality. 3. Experience delivering medical aid insurance services in Ghana. 4. Service delivery model for member support and renewals. 5. Data protection and information security controls. 6. Costing model transparency (non-binding). 7. Operational risks and market constraints. 8. Conflicts of interest declaration.
