Summary of the contracting process

Wrexham County Borough Council commissioned consultancy services to develop a business case for a joint Specialist Children’s Assessment Centre serving Wrexham and Flintshire. The work supports the potential transformation of care and support services and is led by the Council in collaboration with Betsi Cadwaladr Health Board and education partners. The appointed consultancy was expected to build on earlier workshops by assessing the viability and development of the provision. Activities include desktop research, documented research, and online and face-to-face engagement with stakeholders to identify needs and gaps in services across the two council areas. The requirement is categorised as research and development and related consultancy, alongside social work services with accommodation, delivered across Wrexham and Flintshire.

This completed above-threshold procurement used an open procedure. The tender deadline was 20 May 2026, with award decisions due by 12 June 2026. One lot was awarded on 4 June 2026 to CPC PROJECT SERVICES LIMITED for £247,876 excluding VAT (£297,451.20 including VAT). The original estimated lot value was £500,000 excluding VAT (£600,000 including VAT). The contract was signed on 31 July 2026 and runs from 1 August 2026 to 19 February 2027, with renewal available for six months to a maximum date of 19 August 2027. Additional reports may be required. Evaluation was based entirely on quality. Three bids were received, with two reaching the final stage.

This award demonstrates demand from Wrexham County Borough Council for specialist consultancy able to turn early service-design work into a robust Social Care or Outline Business Case. Suppliers competing for comparable work should be credible in children’s services, specialist assessment provision, health and social care transformation, and public-sector business-case development. They would need to combine structured desktop and documentary research with practical online and face-to-face stakeholder engagement, then translate evidence about local needs and service gaps into viable recommendations. Experience working across council boundaries and with health and education partners would be relevant, as would the capacity to manage a focused assignment and produce reports to the required standard. The opportunity was identified as suitable for SMEs and voluntary, community and social enterprises.
