Summary of the contracting process

Leeds City Council procured a closed framework for fire safety works across its civic estate. Lot 1 covers fire-stopping and passive fire-protection works, including fire-prevention installation. Lot 2 covers the design, supply and commissioning of fire alarm systems, including fire-alarm installation. The framework is intended to support statutory fire-safety requirements in council buildings. The council is the buying organisation and the work is for its civic estate in Leeds. Suppliers could offer specialist construction, passive fire protection, fire alarm design and installation, commissioning, or a combination of these capabilities, subject to the separate lot arrangements. The requirement is for works rather than routine consultancy or general facilities management services.

The procurement is complete and was run as an above-threshold open procedure under the Procurement Act 2023. The award date for both lots was 4 August 2026. Lot 1 was awarded to Aspect Building Solutions Ltd, Cardo (South) Limited, Neo Property Solutions Limited, Nidd Vale Construction Ltd and Walter West Builders Limited for £12,000,000 gross (£10,000,000 excluding tax). Lot 2 was awarded to OpenView Security Solutions Ltd and Ventro Ltd for £2,400,000 gross (£2,000,000 excluding tax). Both contracts run from 1 September 2026 to 31 August 2029, with possible extension to 31 August 2030. Up to five contractors were appointed to Lot 1 and two to Lot 2, with work allocated rotationally. Suppliers could bid for both lots but could win only one. Quality was assessed first, requiring at least 60%, followed by award on lowest price. The process received 23 bids for Lot 1 and four for Lot 2.

This award demonstrates established demand from Leeds City Council for statutory fire-safety work delivered through a multi-supplier framework. A credible future competitor would need the capability to deliver fire-stopping and passive fire protection at civic-building scale, or to design, supply and commission fire alarm systems, depending on its specialist area. The successful supplier profile spans both SMEs and larger businesses, showing that smaller firms can be relevant where they have sufficient delivery capacity. Financial capacity, relevant industry certifications, insurance, and strong health-and-safety arrangements were required selection considerations. Suppliers would also need to operate within a rotational allocation model and manage measured-term work packages reliably across the council’s estate. Experience coordinating compliant construction or building-services delivery would therefore be important.
