Summary of the contracting process

Hull City Council appointed a concessionaire to provide commercial sponsorship services, predominantly through sponsorship of roundabouts across Hull. The requirement is an advertising and marketing service in which the supplier manages sponsorship activity for the council. It is a concession contract, with the service centred on securing and administering commercial sponsorship associated with the city’s roundabout network. The buying organisation is Hull City Council, and delivery is in Hull. The procurement was suitable for small and medium-sized enterprises. This opportunity will be relevant to businesses with experience in commercial sponsorship, outdoor advertising, marketing services, client acquisition, campaign management or managing branded public assets. It may also suit agencies able to combine commercial income generation with the operational management of sponsorship arrangements for a public authority.

The procurement is complete and was awarded to Outdo Media Limited, an SME, with an active contract signed on 15 July 2026. Hull City Council used a below-threshold open competition under the concession regime, with a single-stage procedure and one lot. The contract starts on 1 October 2026 and runs to 30 September 2029, with a discretionary 12-month extension available to 30 September 2030, subject to satisfactory performance. Its awarded value is £200,000 excluding VAT, or £240,000 including VAT. The tender estimated sponsorship income at £50,000 a year, or £60,000 including VAT. Bids were assessed on price at 60% and technical, quality and social value at 40%. Suppliers had to complete and return the RFQ submission document in line with the procurement timetable and instructions.

For a future requirement of this type, credible competitors would need to show that they can secure and manage commercial sponsors for outdoor or public-facing assets, particularly roundabouts or comparable roadside locations. Relevant capability includes developing sponsorship propositions, identifying and engaging advertisers, negotiating commercial arrangements, managing branding and approvals, and maintaining relationships with both sponsors and the council. Experience delivering advertising or marketing services for a public-sector or highly visible civic environment would strengthen a bid, as would evidence of reliable administration across multiple sponsored sites. Suppliers should be able to present a clear technical and quality approach, demonstrate social value in delivery, and offer commercially competitive pricing. The award also indicates that an SME-sized business can be suited to this requirement, provided it can complete the required tender submission and manage the service effectively.
