Summary of the contracting process

Hull City Council’s Frontage Improvements Framework covers construction and repair work to the fronts and gardens of court terrace properties on identified streets across Hull. Work includes renewing rainwater goods such as fascia boards, gutters and downpipes; façade repairs; boundary walls, pin kerbs and railings; repairing or replacing pedestrian and vehicle gates; new boundary treatments; decoration; surfacing within property boundaries; and replacement of shared garden footpaths. The framework is for improvements to residential properties and their shared external areas. The awarded suppliers are Geo Houlton & Sons Limited, Hobson and Porter Limited, and Zenith Developments Group Limited. Delivery is across the City of Hull.

The procurement is complete and contracts have been signed. Hull City Council used an open procedure to establish a framework with up to four participants. The framework award, dated 26 August 2026, is valued at £20 million excluding VAT (£24 million including VAT), with the contract period running from 12 October 2026 to 11 October 2030. A separate contract for the De Grey Street Frontage Improvement Scheme was awarded to Geo Houlton & Sons Limited; it is valued at £1,793,116 excluding VAT (£2,151,739 including VAT) and runs from 12 October 2026 to 14 May 2027. The framework was evaluated on price (60%) and technical quality (40%). Three valid bids were received, all from SMEs. Economic and technical selection criteria applied.

This award shows demand from Hull City Council for coordinated external improvement works to residential terraces, covering building fabric, rainwater systems, boundaries, gates, decoration, private surfacing and shared paths. Suppliers competing for comparable work will need to demonstrate practical capability across these trades, and the capacity to deliver a varied programme across multiple streets and properties. The evaluation placed greater weight on price than technical quality, while still allocating a substantial share to the quality of technical responses. All three valid bidders were SMEs, and the framework selected three suppliers, indicating that smaller construction firms can compete for this type of multi-trade work. Credible competitors will need sound economic standing, relevant technical experience and the ability to price and manage work across a framework as well as individual schemes.
