Summary of the contracting process

Liverpool City Council has initiated a procurement process seeking a service provider for the "Virtual School - Clinical Psychology Led Education Support." The procurement is in the tender stage, with the council serving as the buying organisation. The focus is on providing a psychology-informed workforce development and consultation service for children in care, previously looked-after children, and children with a social worker. The industry category is services, specifically social work and related services, with an emphasis on educational rather than clinical support. The tender is conducted as an open competition, below the threshold, and aims to deliver services primarily in the Liverpool region, UKD72. Key deadlines include the enquiry period ending on 20th July 2026 and tender submissions closing on 31st July 2026. The contract is valued at £75,600 per annum for an initial term of three years, with a possible extension of 12 months, totalling up to £302,400.

This tender offers significant opportunities for businesses specialising in educational and psychological support services, particularly those focusing on trauma-informed and attachment-aware practices. Small and medium enterprises (SMEs) as well as voluntary, community, and social enterprises (VCSEs) are particularly encouraged to apply, with the tender evaluation prioritising quality (70%), price (20%), and social value (10%). Businesses that can effectively deliver training and professional learning in both online and in-person formats, and demonstrate a thorough understanding of the impact of trauma and care experiences on children’s education, will be well-suited to compete. The service aims to foster multi-agency collaboration, enhance workforce capabilities, and support schools and carers in improving educational outcomes, making it a valuable contract for companies committed to delivering social impact and value for money.
