Summary of the contracting process

The Northern Ireland Prison Service, an executive agency of the Department of Justice, procured the supply and delivery of general food-to-go products, sundry items and tobacco items for prisoners to buy at their own expense from prison tuck shops. The requirement covers food, beverages, tobacco and related products, including tobacco goods and supplies. It supports the operation of His Majesty’s Prisons in Northern Ireland and therefore concerns deliveries across the Northern Ireland prison estate. CPD – Supplies & Services Division managed the procurement as the central procurement function for Northern Ireland central government. This is a goods contract for a broad, ongoing range of consumable tuck-shop products rather than a construction, facilities or professional services requirement.

The procurement is complete and the contract has been awarded and signed. It used a single-lot open procedure under the Procurement Act 2023. The contract was awarded on 9 July 2026, with the standstill period ending on 22 July 2026, and was signed on 27 July 2026. The contract runs from 1 October 2026 to 30 September 2031, with no extension option beyond five years. The awarded supplier is recorded as a withheld Section 94 supplier. The award and contract value is £16,260,500 excluding VAT, or £19,512,600 including VAT. Two bids were received and one reached the final stage. Evaluation required legislative requirements to pass, then assessed contract management at 19.5%, supply chain at 10.5% and price at 70%. Technical requirements applied.

This procurement indicates sustained demand from Northern Ireland’s prison estate for a supplier able to source, manage and deliver a wide range of off-the-shelf food-to-go, sundry and tobacco products through a dependable supply chain. A credible future competitor would need robust contract-management systems, reliable distribution and replenishment arrangements, and the operational capacity to serve multiple custodial locations consistently. It would also need to demonstrate compliance with applicable legislative requirements and the technical requirements in the tender documentation. Supply-chain controls are important, alongside the ability to offer competitive pricing: price carried most of the scored evaluation, while contract management and supply-chain performance were also assessed. The requirement is suited to an established wholesaler, distributor or specialist convenience-products supplier with relevant public-sector or multi-site delivery experience.
