Independent Living Support Service 2.0
Notice Description
The London Borough of Newham ("the Council") has a legal responsibility to assess the needs of any resident or Carer living in the borough who appears to have a need for care and support; and to then determine whether those needs are eligible for support from the Council, as stipulated in The Care Act (2014) and The Children and Families Act (2014). Reablement and Home Care are one of the main care and support options provided to meet eligible needs. The Council is procuring an Independent Living Support Service (ILSS) Framework which will include Home Care, Reablement and Domestic Support services for adults, children and young people who are resident in the London Borough of Newham, and eligible for care and support from the Council - to enable residents to maintain their independence and quality of life in their own home. Where applicable, providers will be required to be registered with, and be inspected by the Care Quality Commission. Please note this is not a call for competition and the below opportunity link should not be utilised. -
Planning Information
The Council is seeking to engage providers who deliver Home Care, Reablement and/or Domestic Support services to participate in preliminary market engagement to assist the Council to develop its approach and requirements to delivering Independent Living Support Services. Suitably qualified provides are invited to participate in discussions which will take place over MS Teams on the 7 May 2026 from 9:30am to 12.00pm. Please note that places are limited to two people per organisation. If you would like to attend or have any questions, please email: Commissioning.Assistant@newham.gov.uk. The objective of the discussion is to: • provide the market with information about Newham’s Home Care, Reablement and Domestic Support services and strategic commissioning intentions • seek feedback from the market to inform the tender structure, specification, and tender documentation • provide practical guidance to interested organisations on local government tendering to support submission of a tender • breakdown barriers to entry for locally based SME organisations There may be other opportunities for providers to talk to the Council through provider forums and one-to-one sessions.
