Summary of the contracting process

Dudley Metropolitan Borough Council is seeking contractors for two asbestos-related lots across its housing stock and corporate assets in Dudley. Lot 1 covers asbestos analytical and consultancy services for around 21,062 homes as well as schools, offices, community centres, leisure facilities and garages. Work includes management and refurbishment or demolition surveys, sample analysis, air monitoring and clearance certification, re-inspections, consultancy, emergency response and asbestos-awareness training. Lot 2 covers licensed and non-licensed asbestos removal, encapsulation and remediation, with ancillary licensed scaffolding, hazardous-waste disposal and coordination with analysts for monitoring and clearance. Both lots serve the Council’s housing and corporate estate; suppliers may tender for either or both, but one contractor cannot be awarded both. The work is in Dudley.

The Council invited offers through an open procedure. The deadline for both enquiries and tender submissions was 16 November 2026 at 12:00 GMT; bids may be submitted electronically in English. The contract period for each lot runs from 1 March 2027 to 28 February 2031, with award decisions due by 28 February 2027. Lot 1 has an estimated value of £1.7 million excluding VAT (£2.04 million including VAT); Lot 2 is estimated at £2.057 million excluding VAT (£2.4684 million including VAT). The Council intends to appoint separate contractors, and a single supplier cannot win both lots. Small and medium-sized businesses are marked suitable for each lot. Both lots are evaluated on price and quality, including social value.

The opportunity suits specialist asbestos firms able to deliver either analytical and consultancy work or removal and scaffolding, and businesses with the operational capacity to serve a substantial council housing portfolio alongside schools, offices, community and leisure facilities. Lot 1 calls for competence in HSG264 surveys, UKAS-accredited laboratory analysis, HSG248 air monitoring and four-stage clearance certification, as well as consultancy, emergency response and staff and customer training. Its quality management system must comply with ISO 9001. Lot 2 requires capability across licensed, non-licensed and notifiable removal, asbestos remediation, emergency call-outs and hazardous-waste handling under CAR 2012 and HSE ACoP L143. Scaffolding must meet BS EN 12811-1:2003; an HSE ancillary asbestos licence is required where scaffolding work is likely to disturb asbestos-containing materials. ISO 9001 certification is required for contractors’ quality systems.

Lot 1: Asbestos Analytical & Consultancy Services - This lot will provide analytical and consultancy services across Dudley Council's Housing stock (approx. 21,062 properties) and Corporate Assets (schools, offices, community centres, leisure facilities, garages, etc). Services include: * Asbestos Management Surveys and Refurbishment/Demolition Surveys (HSG264) * Bulk sample analysis via UKAS-accredited laboratory * Air monitoring and 4-stage clearance certification (HSG248) * Re-inspection of ACMs and water absorption testing * Consultancy support, specification writing, and exceptional works * Provision of out-of-hours/emergency response * Asbestos awareness training for staff and customers * Delivery supported by a Quality Management System compliant with ISO 9001 Lot 2: Asbestos Removal & Ancillary Licensed Scaffolding - This lot will deliver licensed and non-licensed asbestos removal services, including ancillary scaffolding, across Dudley Council's Housing stock and Corporate Assets. Services include: * Removal of asbestos-containing materials (licensed, non-licensed, and notifiable works) * Encapsulation and remediation of asbestos contamination * Ancillary licensed scaffolding compliant with BS EN 12811-1:2003, including where required an HSE Ancillary Asbestos Licence for scaffolding activities likely to disturb ACMs * Emergency and out-of-hours call-out service * Liaison with analysts for air monitoring and site clearance * Disposal of hazardous waste in compliance with CAR 2012 as detailed in the HSE ACoP L143. (Approved Code of Practice). * Contractor Quality Management Systems to be certified to ISO 9001 * Compliance with CAR 2012 requirements for licensable work notification (ASB5) where applicable. Dudley MBC is seeking to appoint two separate Contractors to deliver this contract. Whilst tenderers may submit responses for both Lot 1 and Lot 2, a single Contractor will not be eligible for award of both Lots.
