Summary of the contracting process

Plymouth City Council, with NHS Devon Integrated Care Board, sought registered residential and nursing care homes with a PL postcode for an adults’ care home framework in Plymouth. The services cover accommodation and care for people needing support because of age, disability or health conditions. Residential care includes help with daily living, meals, mobility, safety and wellbeing, while nursing care supports people with complex medical or chronic health needs requiring regular or continuous clinical oversight. This opportunity suited registered care-home operators able to provide accommodation-based adult social care, residential support, nursing care or combinations of these services in the PL postcode area. It was also suitable for small and medium-sized enterprises and voluntary, community and social enterprises. Relevant providers would need the operational capability to support routine daily living as well as people with complex medical, physical, psychological or social needs requiring round-the-clock supervision or nursing oversight. Specialist experience in severe cognitive impairment, complex mental health, bariatric care and behaviours that challenge would be relevant. The innovation lot additionally suited providers willing to work with commissioners on future complex-care models, intermediate care, pricing and staffing approaches that could reduce reliance on one-to-one support. The procurement was terminated after receiving no tenders.

Plymouth City Council wishes to reopen the ITT for the addition of registered residential and nursing care homes (with a PL postcode), with facilities that provide accommodation and care for individuals who require support due to age, disability, or health conditions, to join the Plymouth Adults' Care Home Framework. The services offered by the Provider will range from assistance with daily living tasks to comprehensive nursing care for those with complex medical needs. Care homes should promote safety, dignity, and quality of life, while ensuring that People who draw on care and support receive tailored support to meet their individual needs.

Lot PEO/24155. Residential Care Home with or without Nursing Services with a PL postcode

Care homes aim to create a homelike environment, offering communal living spaces, meals, and recreational activities to foster social interaction and a sense of community. Residential Care provides support with daily living tasks such as bathing, dressing, eating, and mobility. Suitable for individuals who do not require regular medical attention but need assistance with their overall well-being and safety. Also includes specialised, intensive support provided within a residential care home setting for individuals who have significant and complex needs. These needs can stem from physical disabilities, chronic medical conditions, mental health issues, or developmental disabilities that require round-the-clock care and supervision. Nursing Care provides support for individuals with complex medical needs or chronic health conditions that require regular or continuous medical oversight, within nursing homes. Nursing homes are often more clinical in nature, equipped with medical facilities to cater to high-level care needs, while still offering some social and recreational activities and will be able to manage intricate medical, physical, psychological, and social factors. It requires specialised knowledge, critical thinking, and coordination across disciplines to ensure optimal patient outcomes. The framework also welcome care homes that provide highly specialised and complex care for individuals with severe cognitive impairment and/or complex mental health needs and/or bariatric care requirements and/or behaviours that challenge, beyond the requirements of Residential High or Nursing High Needs Care.
