Summary of the contracting process

The Council of the Borough of Kirklees procured health and social care services for adults with learning disabilities across North and South Kirklees. The requirement is for age-appropriate structured activities delivered from premises and in the community, indoors and outdoors, tailored to service users’ preferences, interests and assessed care and support needs. Activities are to be varied and regularly reviewed with service users. The procurement covered five service areas: North Kirklees Rural Crafts, North Kirklees Branches Services, South Kirklees Waverley Hall Day Opportunities, South Kirklees Horticultural and South Kirklees Crafts. The stated weekly capacity covers 122 places for Rural Crafts, 81 for Branches Services, 180 for Waverley Hall, 90 for Horticultural and 135 for Crafts. Delivery is in Kirklees, with the council based in Huddersfield.

The procurement is complete and all five lots were awarded through an open competitive flexible procedure under the light-touch regime, with an accelerated process. Evaluation was based entirely on quality, while participation required legal, financial and technical capacity. Awards were made on 12 June 2026 and contracts were signed on 1 July 2026. Each contract runs from 1 July 2026 to 30 June 2027, with an option for two three-month extensions. Ponderosa Zoo Ltd won North Kirklees Rural Crafts for £598,401 net. Mencap in Kirklees won North Kirklees Branches Services for £413,243 net and South Kirklees Waverley Hall Day Opportunities for £847,067 net. Bridgewood Trust Limited won South Kirklees Horticultural for £394,022 net and South Kirklees Crafts for £591,033 net.

This award demonstrates sustained demand from Kirklees for specialist day opportunities combining care and support with practical, creative, horticultural and community-based activities. A credible future supplier would need relevant experience supporting adults with learning disabilities, the ability to provide safe, age-appropriate programmes, and sufficient premises, staff and operational capacity for substantial weekly attendance. Capability across both indoor and outdoor activities, including crafts, rural or horticultural provision and community participation, would be relevant. Providers should be able to tailor and regularly review activities with service users and evidence that they meet assessed needs. The selection process required legal, financial and technical capacity, while the buyer confirmed that the lots were suitable for SMEs and voluntary, community and social enterprises. Quality of delivery was the decisive consideration.
