Summary of the contracting process

NHS Wales Shared Services Partnership – Procurement Services, hosted by Velindre University NHS Trust, procured an organisational development partner for work across South Wales. The service supports regional working by creating the leadership and cultural conditions for collaboration in a complex adaptive system. It covers three levels: boards, executive teams and wider leadership teams. The appointed partner is expected to build alignment and trust, embed collaborative behaviours and support transformation across multiple organisations. The work includes organisational development, culture change and system leadership interventions, with discovery and diagnosis, system-wide sense-making and design, mobilisation, leadership development and agreed outputs such as insight reports, leadership narratives, charters and learning synthesis. This is a consultancy service, classified under CPV 73000000, delivered in South Wales.

The procurement is complete and a supplier has been selected through an accelerated open procedure. CoCreate Consultancy Ltd was awarded the single lot on 11 August 2026 for £150,000 excluding VAT (£180,000 including VAT). The contract is scheduled to run from 1 September 2026 to 31 August 2027, with an option for up to two further 12-month extensions, giving a maximum end date of 31 August 2029. A standstill period ends on 20 August 2026, and signature is scheduled by 28 August 2026. The award followed 17 final-stage bids. Evaluation considered quality and price, including relevant NHS or public-sector experience, system leadership, methodology, deliverability, capability across leadership levels, value, risk management and social value. The lot was identified as suitable for SMEs.

This award indicates demand for senior organisational development and system leadership expertise in NHS and public-sector settings, particularly where several organisations must work together under shared accountability. A credible competitor for a future requirement would need evidence of delivering culture change, OD or system leadership interventions, with case studies showing measurable impact at board, executive and wider leadership levels. Relevant capability includes facilitation, coaching, cultural development and action learning, alongside the ability to adapt interventions for different leadership groups while maintaining a coherent approach. Suppliers would also need a senior, suitably resourced delivery team able to manage cultural, relational, governance and capacity risks. Understanding the South Wales context, Welsh social value, skills development, wellbeing and sustainability would strengthen their position.
