Cwm Taf Morgannwg University Health Board procured an organisational development partner to create the leadership and cultural conditions needed for effective regional working. The service supports teams across a complex adaptive system, strengthening collaboration, trust, alignment and behaviours that can sustain transformation. The work covers three system levels: Boards, Executive Teams and wider Leadership Teams. Expected activity includes discovery and diagnosis, sense-making and design, mobilisation, leadership and organisational development interventions, and production of insight reports, leadership narratives, charters and learning syntheses. Relevant suppliers are organisational development, culture-change, leadership consultancy or related research and consultancy specialists with experience of NHS or public-sector environments and multi-organisation collaboration. Delivery concerns the Health Board’s South Wales regional partnership.

This procurement is complete and has been awarded through an accelerated open procedure. CoCreate Consultancy Ltd was selected on 11 August 2026 for the single lot, after 17 bids reached the final stage. The award is £150,000 excluding VAT (£180,000 including VAT). The award period runs from 1 September 2026 to 31 August 2027, with an option for up to two further 12-month extensions. The contract was signed on 25 August 2026, with the contract period running from 26 August 2026 to 25 August 2027 and a one-year extension option. Evaluation combined quality and price under a fixed-fee, outcome-based model. Quality covered relevant experience, contextual understanding, methodology, delivery, multi-level capability, value, risk and social responsibility.

Renewal: 5.1.2. There is an option to extend the Initial Term of the Agreement by 12 months; however, this is subject to Health Board review of the contract, funding approval, and confirmation that the Health Board is satisfied with the output and overall performance.
