Summary of the contracting process

Progress Housing Group Limited procured refurbishment and adaptation works for two residential properties in Norfolk. The awarded requirement covered Candlewick on Forncett Road, Tharston, NR15 2YB, and 6 Boundary Way, Poringland, NR14 7JD. The works included converting a garage into a music room, plumbing and mechanical and electrical alterations, new flooring and decorations, general building work, accessibility adaptations, energy-efficiency improvements, an air-source heat pump, replacement windows and doors, kitchen and bathroom refurbishment, drainage and associated external works. This is a housing refurbishment project combining general building, building services, energy, accessibility and finishing trades. Progress Housing Group Limited is the buyer, with IGL (Surveying) Limited acting as evaluator.

The procurement is complete following a below-threshold open competition. It was divided into two lots, both awarded to Northdown Property Services (NPS) Ltd. Lot 1, 6 Boundary Way, Poringland, was awarded on 6 July 2026 for £251,375.50 excluding VAT (£301,650.60 including VAT), with a contract period from 27 July to 30 November 2026. Lot 2, Candlewick, Tharston, was awarded on 17 July 2026 for £346,180.70 excluding VAT (£415,416.84 including VAT), with a contract period from 27 August 2026 to 12 February 2027. Each lot was evaluated on 30% technical and quality and 70% cost. The tender submission deadline was 15 June 2026 at 2pm, and the enquiry deadline was 22 May 2026 at 4pm. Eight final-stage bids were recorded for Lot 2, all from SMEs.

This award demonstrates demand from Progress Housing Group for integrated housing refurbishment rather than a single specialist trade. Suppliers best placed to compete for comparable work will be able to coordinate general building, structural alteration, plumbing, mechanical and electrical installation, bathrooms, kitchens, windows and doors, drainage, external works, decoration and floor finishes. Relevant capability in accessibility adaptations, energy-efficiency measures and air-source heat-pump installation is also important. The two awarded lots show that the buyer can package work across different residential locations and values delivery coordination, technical quality and competitive cost. The successful supplier was an SME, while all eight final-stage Lot 2 bidders were SMEs, indicating that firms of this scale can credibly pursue the requirement, individually or with dependable specialist subcontractors.
