Summary of the contracting process

The Victoria and Albert Museum is currently at the tender stage of the procurement process for a Sustainability Consultant Framework. Located in London, the museum seeks a sustainability expert for building-related projects, focusing initially on a climate adaptation and decarbonisation plan for V&A South Kensington and Young V&A. The procurement method is open and utilises a Competitive Flexible Procedure. The process involves two stages: a Stage One Tender submission that closes on 19th May 2026, followed by a presentation and interview session scheduled to end on 15th June 2026. Businesses may contact procurement@vam.ac.uk for further information, with an enquiry period closing on 8th May 2026. The contract will commence on 1st July 2026 and will span four years, closing on 30th June 2030.

This tender presents significant opportunities for businesses specialising in environmental engineering consultancy services, energy services, and construction consultancy. The framework, valued at £450,000 with an option for annual price adjustments, is designed to support ongoing and future gallery refurbishment projects at the museum, providing a potential stream of service procurements. Suitable for SMEs and VCSEs, businesses with strong financial standings and expertise in sustainability advisory could leverage their capabilities for substantial growth and long-term engagement. The procurement process prioritises price and resource allocation, along with the understanding of the brief, making it ideal for companies with comprehensive experience in climate strategies and clean energy solutions.

Notice Title

Sustainability Consultant Framework

Notice Description

We are looking for a sustainability expert to work with us on building related projects now and in the future. The first piece of work we need from you is the development a building-focused climate adaptation and decarbonisation plan for both V&A South Kensington and Young V&A including thermal modelling. This will be a six month project. For more information about this project, please log on to Delta where we have uploaded a Brief. We're looking for a supplier that can work with us now and for future building projects. For that reason, we are setting this contract up as a single supplier Framework to allow us to purchase services as and when we need them over the next four years. We want the knowledge that you gain from the decarb plan to benefit our future gallery refurbishment projects. While you're here, why not have a look at our sustainability page? You can find our edie-nominated climate action plan, our supplier sustainability charter, and a whole load of other great information too. https://www.vam.ac.uk/info/sustainability Please note that whilst we have stated the framework value is PS450k, we don't have any way of accurately estimating the value of call-off contracts that will be placed using this framework. To avoid having to make substantial modifications under Section 74 of the Procurement Act 2023, we have made a conservatively (high) estimate.

Stage Two: where selected suppliers are invited to attend a presentation and interview session. At this Stage One of the procurement process you are invited to complete and return a Stage One Tender. We will evaluate Stage One Tenders to create a shortlist of suppliers to take through to the presentation stage at Stage Two. At Stage Two of the procurement process, we will invite the top highest scoring 3-5 tenderers from Stage One of the process and invite them to attend a presentation and interview session. This session, along with price, will be scored to determine the most advantageous tender and the supplier that submitted that tender will be appointed the Framework subject to contract. We reserve all our rights under the Procurement Act 2023, including the right to add additional stages to the process and the right to refine award criteria between stages. The award criteria set out in this notice are for Stage One only. At Stage Two we may require you to resubmit certain information (such as your pricing schedule) to facilitate evaluation against the criteria for that stage."
