Summary of the contracting process

Surrey County Council is initiating a procurement process for supported accommodation block beds, focusing on health and social work services. This planned procurement notice is categorised under services and targets young people in need of semi-independent living arrangements. The location for delivery encompasses regions UKJ25 and UKJ26 in the United Kingdom. The contract period is set to start on 1st April 2027 and end on 31st March 2029, with potential renewal up to March 2032. As of the latest update on 24th April 2026, the procurement is in the planning stage, and the process follows a selective method, with awards granted under a framework. The procurement value amounts to £14,262,000, with a gross estimate of £17,115,000.

This tender offers considerable business growth opportunities, especially for small and medium-sized enterprises (SMEs) and voluntary, community, and social enterprises (VCSEs) specialising in health and social work services. Companies with expertise in providing secure and supportive living environments for vulnerable young people, particularly those well-versed in compliance with statutory requirements, will find this procurement advantageous. Businesses involved in accommodation provision for looked-after children, care leavers, and young asylum seekers are particularly well-suited to compete, given the scope and requirements of this contract.

Notice Title

Supported Accommodation Block Beds

Notice Description

Supported accommodation (sometimes called semi-independent or post-16 accommodation) includes suitable, safe, and secure living arrangements for young people who are on the journey towards living independently, though, require a level of support that is appropriate to their needs. A key outcome goal of services should be to develop or sustain young people's capacity to live independently within the community. These services are being commissioned in response to a range of statutory requirements for young people aged 16-21, we would expect that young people aged 21-25 would only be accommodated in exceptional circumstances, such as those in further education, with most provision being occupied by young people aged 16-20. Predominantly we expect provision for: * Looked after children aged 16 and 17; * Care leavers under the Children Act 1989; * Unaccompanied asylum-seeking children and young people; Additionally, there may be times provision is needed for: * Young people who are homeless or at risk homelessness; * Young parents with children; * Young offenders who require remand or non-custody placements; and * Young people who require supported accommodation after the age of 18 in line with the "Staying Closer" agenda"
