Summary of the contracting process

Nuclear Restoration Services Limited is procuring a Delivery Partner for the decommissioning of the legacy Shaft and Silo intermediate-level radioactive waste storage facilities at the Dounreay Site in Caithness, Scotland. The requirement is classified as engineering and construction works (CPV 45220000). The appointed partner will support the Dounreay Shaft and Silo programme through integrated capability, programme controls, resources and programme support. The scope covers mobilisation, programme integration, planning, engineering coordination, delivery controls, interface management, commercial and procurement support, assurance, reporting, construction readiness, inactive commissioning and handover. Expressions of interest are due by 30 September 2026 at 12:00 BST; enquiries close on 21 September 2026 at 12:00 BST. The contract is scheduled to run from 15 February 2027 to 14 February 2037. Its estimated value is £40 million excluding VAT (£48 million including VAT). Award decisions are due by 5 February 2027, with a further notice forecast for 1 January 2027. This opportunity suits an established delivery, engineering or programme management organisation able to provide integrated support for a nuclear decommissioning and construction programme. Strong candidates will need the resources and controls to manage mobilisation, planning, programme integration, engineering coordination and interfaces across a complex site. The requirement also favours capability in commercial and procurement support, assurance, reporting, construction readiness, inactive commissioning and handover. Suppliers should be able to coordinate these functions as an integrated delivery partner rather than provide a single isolated service. Relevant experience of managing technically demanding infrastructure or decommissioning activity, with robust governance, delivery controls and assurance arrangements, would place a supplier well for the technical evaluation.
