Summary of the contracting process

Sellafield Limited procured major construction and roofing works through the Pagabo Major Works Framework. The project covers replacement of approximately 28,500 square metres of roof across the Fuel Handling Plant and Site Ion Exchange Effluent Plant buildings at the Sellafield Site, to provide a maintainable roofing system supporting safe operations through to 2060/70. The procurement is classified as construction work (CPV 45000000), with related roofing, building installation and completion activities. The framework also covers general construction and building services, including new build, extensions, alterations, refurbishment, retrofit, specialist fit-out, remedial and repair works, mechanical, electrical and plumbing services, civils, landscaping and associated infrastructure across the United Kingdom. YPO is the named buyer, with Pagabo acting for the contracting authority.

The procurement has been awarded: Morgan Sindall Construction and Infrastructure Ltd was selected for the roof refurbishment project, and the contract was signed on 24 August 2026. The contract period is 19 October 2026 to 19 October 2030. It used a restricted procedure under a selective procurement method within an open framework agreement, with call-offs possible with or without reopening competition. The overall framework value is £5,000,000,000 gross. The relevant £5m+ lot has a stated gross value of £1,250,000,000, while the winning valid bid was £35,000,000. One bid was received, from a non-SME. The framework was evaluated on price and quality for its other value-band lots, weighted 40% and 60% respectively; the awarded lot used price evaluation.

This requirement demonstrates demand for large-scale roof replacement and refurbishment at a complex industrial site, including supplying roofing materials, removing an existing roof, installing the replacement system and providing temporary works. A credible competitor for comparable work would need the capacity to manage approximately 28,500 square metres of roofing, coordinate labour and materials, and deliver safely around operational plant and buildings. The awarded supplier was a large construction and infrastructure company, indicating the scale and organisational capability expected for the main works. The contract included subcontracting 57% of the value for roofing materials, roof removal and installation labour, and temporary works, so specialist roofing contractors and construction firms with these capabilities may be well placed for future supply-chain opportunities. Experience in refurbishment and major industrial construction would also be relevant.
