Summary of the contracting process

Oxford Brookes University has finalised a direct contract with Ellucian Global Limited for the provision and support of a Student Records System (SRS) platform, covering a crucial aspect of the institution's digital infrastructure. The procurement, governed by the UK Procurement Act 2023, was concluded on 8th May 2026 and will run until 30th April 2029. The award covers software packages and associated information systems which are critical for managing the university's student lifecycle, including admissions and statutory reporting. The procurement stage is complete, and this direct award was necessitated due to the technical integration requirements and to avoid disruption. The procurement process, categorised under "goods", was executed as a direct award, crucial for maintaining continuity and compliance in the university’s operations.

This tender represents a significant opportunity for enterprises specialising in higher education technology solutions, particularly those that can leverage existing, bespoke integrations with large-scale institutional infrastructures. Companies providing services that ensure seamless data integrity and operational continuity in complex academic environments would find themselves at an advantage. While Ellucian's proprietary systems offer unique integration capabilities particularly suited to Oxford Brookes University's needs, this contract underscores the demand for highly specialised IT solutions within the education sector. The partnership highlights potential growth avenues for businesses capable of providing similar mission-critical systems to other educational institutions, especially those seeking to modernise or streamline their digital platforms.

Notice Title

Student Records System (SRS) platform and associated support services

Notice Description

Oxford Brookes University has awarded a contract directly to Ellucian for the provision of its Student Records System (SRS) platform and associated support services. This system underpins the University's core student lifecycle management, including admissions, enrolment, records, and statutory reporting.

Procurement Information

The direct award was made in compliance with s. 41(1)(a) of the PA 2023 and para 5 of Schedule 5 PA 2023. The justification for this approach is as follows: Specialised Solution: Ellucian's SRS is a proprietary system with unique integration to existing University infrastructure. No reasonable alternative could be implemented without disproportionate cost and unacceptable disruption for the following reasons: Continuity of Service: Ellucian is the incumbent supplier of the University's SRS. Transitioning to an alternative provider would pose significant risks to data integrity, student experience, and operational continuity. Integral Technical Integration: The Ellucian SRS is not a standalone product but a deeply embedded, mission-critical platform integral to Oxford Brookes University's operations. It underpins admissions, enrolment, student records, statutory reporting, and interfaces with numerous internal and external systems. The bespoke integrations, data flows, and compliance mechanisms developed over time mean that no alternative solution could be implemented without wholesale re-engineering of the University's digital infrastructure. At this point in time, a competitive process is nigh-on impossible without jeopardising service continuity, regulatory compliance, and the student lifecycle. Time Sensitivity: The University requires uninterrupted service to meet statutory reporting obligations and ensure student support. A competitive tender process at this stage would jeopardise compliance. Value for Money: The negotiated terms reflect fair market value and ensure ongoing support, upgrades, and compliance with evolving regulatory requirements. This direct award is made under the Procurement Act 2023 provisions, which permit direct awards where competition is not viable due to: Technical integration with existing systems Risks to statutory compliance and operational continuity The University has applied these provisions to ensure compliance while safeguarding critical services.
