The Ministry of Justice is procuring an external organisation to provide professional actors for Family Liaison Officer training delivered by Prison Learning Design and Delivery within His Majesty’s Prison and Probation Service. The service supports training for officers who communicate with prisoners’ next of kin, including during bereavement and terminal illness situations. Two actors are required for two days of each course, usually attending in person at the Prison Service College, Newbold Revel. They will portray a prisoner’s next of kin in realistic, emotionally sensitive scenarios, adapting to interactions without a fixed script. After each exercise, they will give feedback from the next of kin’s perspective. The service is classified as education and training services.

The procurement has reached tender: the Ministry of Justice has invited offers through an accelerated open procedure, with electronic submission through the Jaggaer e-sourcing portal. Questions must be submitted by 20 August 2026 at 17:00, and tenders by 26 August 2026 at 14:00. The award decision is due by 1 October 2026 at 23:59. The contract is scheduled to run from 4 November 2026 to 4 November 2031. Its estimated value is £115,200 excluding VAT, or £138,240 including VAT. There is one lot. The tender anticipates one course per month, with up to four additional courses a year commissioned as required, but volumes are not guaranteed. Evaluation uses Price Per Quality Point, with quality criteria covering realism, capacity, professional conduct and welfare, and social value.

This opportunity suits an acting, role-play or simulation provider able to supply two professional actors consistently for prison-service training. Relevant capability includes handling themes such as grief, bereavement, terminal illness, family relationships, religion and personal background, without relying on a script. Providers must also be able to deliver structured feedback after each role-play from the perspective of the character portrayed. Operationally, suppliers need capacity to support regular training courses, usually planned well ahead, as well as occasional additional courses. Small and medium-sized enterprises and voluntary, community or social enterprises are identified as suitable participants.

Notice Description

This notice is to confirm that the Authority is launching a tender for the provision of actors to support the delivery of Family Liaison Officer training in His Majesty's Prison and Probation Service (HMPPS). Family Liaison Officers (FLOs) are responsible for maintaining communication with a prisoner's next of kin, including making initial contact and supporting families whilst handling sensitive discussions. In order to undertake this role, all FLOs complete a four-day training programme delivered by Prison Learning Design and Delivery (PLD&D) within HMPPS, which equips them with the skills to support family members through grief and bereavement following a prisoner's death, and terminal illness diagnoses. This requirement is for an external organisation to provide two professional actors across two days for each training course to portray a prisoner's next of kin, during which FLOs will be assessed on their delivery and engagement skills, bringing a sense of realism to the scenarios in order for the FLOs to prepare for real life situations. The actors would be required to attend in-person on days 3 and 4 of the training course, with all sessions typically taking place at the Prison Service College, Newbold Revel. A minimum of one-month's notice shall be provided to the supplier for each course, although the Authority tend to plan 9-months ahead. On the day of the assessment, actors will receive a scenario brief outlining the role of the next of kin they will portray, with profiling on characteristics such as their relationship to the prisoner, key emotions they need to portray, religion and background. There will not be a specific script, and instead actors are expected to respond and adapt to the interaction as it develops whilst remaining within the boundaries set out within the brief. Following the exercise, actors will provide feedback on the conversation with the FLO from the perspective of the next of kin, detailing how the FLO made them feel. The actors provided must have experience in role play, simulation or scenario based acting specifically where emotionally sensitive material is involved. The current expectation is that one course will be delivered per month, with scope for up to four additional courses per year commissioned on an ad hoc basis if required. Volumes are not guaranteed. There are typicall 5 scenario assessments each day, split evenly between the two actors. Each scneario lasts approximately 30 minutes (20 minutes for the role-play, and 10 minutes for feedback). Most Advantageous Tender (MAT) means the Tender that offers the best value for money based on the evaluation assessment criteria. The assessment criteria chosen to determine the MAT is Price Per Quality Point (PPQP). Planning Information

Market Engagement will be taking place on the 12th May 2026 and will be held virtually via Microsoft Teams; - 10am-10:45am – Market Engagement Presentation from HMPPS and MoJ Commercial. The objective of this session is for the Authority to provide an insight into our requirement and a chance for both the Authority and suppliers to ask questions in a group setting. - 11am-4:30pm - Optional supplier one-to-one meetings, available upon request. There will be eight 30-minute slots available, and the Authority will allocate the time slots on a first come, first served basis. The objective of these sessions is for the Authority to ask questions which will be shared within the Presentation, and for suppliers to answer and ask any of their own questions in a private setting.
