Summary of the contracting process

Network Rail Infrastructure Limited, based in London, has completed the procurement process for the FCCS Design and Validation services under Project FCCS T190Plus. The tender, a direct award due to technical reasons and exclusive rights held by the supplier, has been awarded to AtkinsRéalis UK Limited. This project falls under the railway engineering and engineering design services category, with the scope limited to the UK region. The procurement stage is in the award phase, with the contract expected to commence on 8th May 2026 and conclude by 30th March 2029. The contract is valued at £818,000, following a milestone-based delivery model, with assurance risks mitigated by Network Rail's ownership of deliverables.

This contract presents opportunities for businesses specialising in engineering design and railway engineering services, particularly those with capabilities in delivering complex technical support and system safety artefacts. The project requires expertise in FCCS Design and Validation, making it ideal for companies experienced in these processes and possessing detailed programme-specific knowledge. The direct award method highlights the importance of continuity and integration with existing deliverables, suggesting that businesses with established relationships or prior involvement in similar projects would be well-suited to participate.

Notice Title

FCCS Design and Validation

Notice Description

The provision of specialist FCCS Design and Validation services to deliver the final tranche of work under Project FCCS T190Plus. The services include technical lead support, assurance of existing FCCS deliverables, production of Work Instructions and Templates for Early Release and Shadow Mode (MVP), BIM-aligned templates to enable CCS, and supporting system safety artefacts. The services will be delivered by a single supplier under an NR1 contract, with spend incurred against defined milestones and deliverables under a capped time and materials commercial model, up to an approved contract value of PS818,000.

Procurement Information

The supplier has delivered all previous phases of the FCCS Design and Validation work and is the author of the FCCS Process Framework, associated Generic and Specific Application Processes, and supporting system safety artefacts. The remaining scope requires detailed programme-specific knowledge and integration with existing deliverables and Synthetic Environment tooling that cannot be replicated without disproportionate duplication, rework and assurance risk. Replacing the incumbent supplier would require redevelopment and re-assurance of existing outputs, introduce material delay, and create safety and integration risk. Only the incumbent supplier is technically capable of delivering the remaining scope within the required timescales while maintaining continuity, safety assurance and system integrity.
