INTENTION TO AWARD - PSR ROUTE C - WSFT - WSIMS - West Suffolk Integrated Musculoskeletal Service (WSIMS) - Sub contract (MSK)
Notice Description
The aim of the WSIMS service is to provide a multidisciplinary MSK programme of services delivered in both acute and community settings, as appropriate for the individual patient and their condition.

The service partners will work together to define and deliver the services with a particular focus on:
-Improve user-centred clinical care through the appropriate management of MSK conditions in line with NICE guidance, evidence based medicine and the MSF (issued by the Department of Health in 2006), Transforming musculoskeletal and orthopaedic elective care services (NHS England Nov 2017);
-Improve diagnosis of MSK conditions in an appropriate and timely manner;
-Build on skills and confidence of local GPs in the diagnosis and management of service users;
-Deliver the Single Point of Referral (SPoR) for all Suffolk and Norfolk ICB referrals for T&O and MSK services, rheumatology as a pass through;
-Accept referrals from the single point of referral for GP and Self-referrals for MSK and women's health physiotherapy;
-Continue to reduce inappropriate referrals to secondary care. System wide goal to reduce commissioning costs associated with secondary care activity; enabled by partnership board
-Make best use of secondary services resources and manage demand down
-Maintain referral to initial contact waiting times for the Service as per KPIs
-Improve the patient experience whilst managing expectations
-Where GPs choose to refer direct, improve the quality of detail included in referrals and to improve confidence in GP physical assessment and initial diagnosis ensure the systematic use of coaching consultation with shared decision making (SDM), care planning and goal setting continue with effective working relationships with relevant interfacing services e.g. One Life Suffolk, Abbeycroft, Suffolk Mind, GP Fed, Primary Care Networks, general community service;
-Eensure best practice around MSK treatment and condition management;
-Assess clinically and refer onward, patients who are not appropriate for treatment within the service; assess clinically and refer backward, patients who may be managed by their own GP in primary care
-To provide a one-stop (where appropriate) MSK service for patients
-Ensure each patient sees a person with relevant skills, using the right equipment, in a suitable location
-Identify risk of co-morbidities associated with back pain such as depression, social isolation and loss of employment and liaise with appropriate agencies
-Improve psychological well-being, social functioning, and every day activities, within scope of MSK Physiotherapy practice
-Deliver a safe, quality service in line with the Commissioner's strategic aims and goals;
-Achieve value for money in line with the ICB's financial plan, whilst at the same time ensuring that service users are treated appropriately to their needs;
-Identify and address any inequalities in access and treatment outcomes;
-Increase service user engagement and improve service user pathways by gathering and incorporating service user and carer feedback in a proactive and systematic manner;
-Enable psychological support for people with long term MSK conditions through onward referral
-Continue to increase exercise support for people with musculoskeletal conditions;
-Continue to improve patient experience;
-Demonstrate that patient feedback is used in improving the overall MSK programme.
-Ensure that patients are appropriately managed in the community;
-Improve access by delivering care closer to home and avoiding unnecessary hospital appointments and elective admissions
-Provide spinal Advanced Practice Physiotherapists (APP) with support to consultant orthopaedic outpatient clinics also provided
This is an intention to award a contract to an existing provider following direct award process C for the services above on behalf of West Suffolk NHS Foundation Trust. the contract is intending to be started on 10th August 2026 until 9th August 2028 with an option to extend for one more year until 9th August 2029 subject to further satisfactory performance of the service.
