Summary of the contracting process

North Norfolk District Council is conducting an open tender in the form of the Overstrand Coastal Management Scheme, aimed at addressing coastal defence works in Cromer, UK. This procurement falls under the 'works' category and involves significant improvements to the existing sea wall and promenade, which are currently undermined and corroded. The procurement process is currently in the tender stage, with the deadline for submissions set on 21 May 2026. Valued at £55,000, this initiative is classified within the coastal-defence works industry and requires submissions via the eSourcing portal.

This tender presents substantial business growth opportunities for companies specialising in coastal-defence and infrastructure works, particularly those with experience in structural repairs and marine environment projects. It supports small and medium-sized enterprises (SMEs) by adopting a below-threshold, open competition procurement method, which ensures fair access to all capable bidders. Businesses with expertise in quality and competitive pricing strategies will be well-suited to compete for this contract, where quality criteria account for 60% of the evaluation process.

Notice Title

PROC145 Overstrand Coastal Management Scheme

Notice Description

Overstrand's soft cliffs are protected at their toe by a sea wall, which also acts as a walkway (promenade), on which the England Coast Path passes. This sea wall is comprised of a series of integrated concrete defences which, as beach levels have dropped, have become significantly undermined in several places. As a result of the undermining, they have sustained at least two major (reflective) fractures from top to bottom. The steel sheet piles which form the base of the seawall have become severely degraded, and in places the sea has penetrated though the corroded sheets undermining the structure above.
