Summary of the contracting process

North Yorkshire Council established a closed framework for bed-based intermediate care services across North Yorkshire. The services provide beds and care for people with complex circumstances and specialist needs, including dementia, mental health conditions, delirium, learning disabilities and autism, including people being assessed for Continuing Healthcare. The work covers Harrogate and rural areas, Scarborough and Whitby, Hambleton and Richmondshire, and the Vale of York, including Selby and Ryedale. Providers are expected to deliver intermediate care that supports safe discharge from hospital, with reablement and rehabilitation, care planning, multidisciplinary working, risk management, business continuity and mobilisation. The procurement is for health and social work services, commissioned by North Yorkshire Council.

The procurement has been awarded under an open procedure and the Light Touch Regime. It established a closed framework, with up to three providers per lot and direct call-offs without reopening competition. The award date was 23 July 2026. Humberside Independent Care Association Ltd and Highgate Care Services (Yorkshire) Ltd were selected for Lot 1, Harrogate and Rural; Highgate Care Services (Yorkshire) Ltd for Lot 2, Scarborough and Whitby; and Scorton Care Ltd and Highgate Care Services Ltd for Lot 3, Hambleton and Richmondshire. Lot 4, Vale of York, was not awarded. The framework runs from 1 October 2026 to 30 September 2030. Lot maximums are £1,500,000, £4,125,000 and £2,250,000 respectively; the revised maximum framework value is £7,875,000. Award values are reported as £0 because provider-level values are unavailable. Evaluation weighted quality at 70% and weekly rate at 30%.

This procurement shows demand for care providers able to operate suitable registered properties within defined North Yorkshire areas and support people with complex and specialist needs. Credible competitors would need CQC registration with an inspection rating of Requires Improvement or above, appropriate legal and financial capacity, and demonstrated technical ability. Strong bids would evidence a multidisciplinary team approach, robust care planning, reablement and rehabilitation, staff skills and experience, risk controls, business continuity and effective mobilisation. Providers should also be able to supply beds reliably, manage referrals and work within a ranked framework model. The successful supplier mix includes both SME and larger care organisations, indicating that organisations of different sizes can compete where they have local facilities, sufficient staffing and the operational capability to deliver intermediate care at scale.
