Summary of the contracting process

South Downs National Park Authority procured specialist planning advice through a single-supplier framework. The service covers assessments of development viability, marketing, need and impacts for planning and development management purposes. The appointed adviser supports the Authority’s planning officers in determining development management applications and making representations on related planning appeals. This is a professional services requirement involving technical planning and urban planning advice, with related services classified under CPV codes 71356400 and 71410000. Work is to be delivered within the South Downs National Park Authority’s area in England. The requirement is relevant to planning consultancies, development viability advisers, property and land advisers, and specialists able to assess market evidence, development need and the impacts of proposed development in a National Park context.

The procurement is complete and has been awarded following a below-threshold open competition. It comprised one lot and a closed single-supplier framework, under which future contracts are awarded directly using the appointed supplier’s submitted rates, without reopening competition. BRUTON KNOWLES LIMITED was awarded the contract on 13 July 2026. The contract was signed on 13 July 2026 and runs from 3 August 2026 to 1 August 2028, with possible extension to 1 August 2029. The contract value is £150,000 excluding VAT and £180,000 including VAT. The award was evaluated on understanding of the brief in a National Park context (15%), methodology (30%), resourcing (25%) and price (30%).

This award indicates demand from the South Downs National Park Authority for specialist evidence and advice that can withstand planning decision-making and appeal processes. A credible future competitor would need demonstrable expertise in development viability, marketing assessments, development need and impact assessments, together with a clear understanding of planning within a National Park. The evaluation placed substantial emphasis on the proposed methodology and delivery resources, so suppliers should be able to explain how suitably qualified specialists will be deployed and how work will be managed. Operational capability is also important: the appointed service requires prompt quotations, early escalation of concerns, draft and final reports to agreed timescales, timely responses to applicant queries, policy-compliant advice, accessible public-file documents and regular framework reporting.
