Summary of the contracting process

The procurement process, facilitated by West Midlands Ambulance Service, focuses on establishing a Pseudo Dynamic Purchasing System (PDPS) for Approved Learning, Development and Education Service Providers. This is a procurement initiative under the Light-Touch Regime of the Public Contracts Regulations 2015, targeting the education and training services sector across the United Kingdom. The procurement method was a limited procedure without prior publication of a call for competition, resulting in 33 successful awards signed on 6th July 2023. The process is in the award stage, with several suppliers chosen to form part of this PDPS, which allows for the continual addition or removal of providers without a minimum or maximum limit.

This tender presents significant business growth opportunities, particularly for SMEs in the education and training services field. The PDPS framework allows for suppliers to receive direct awards and engage in mini-competition procurements for upcoming provisions, ensuring flexibility and accessibility in meeting organisational and educational requirements. The focus on quality criteria encourages businesses that specialise in innovative learning and development solutions to partake, promoting a diverse array of educational services tailored to regional and local needs. Businesses seeking to provide exceptional training services or those aiming to scale operations in partnership with regional or local authorities would find this PDPS an advantageous platform.
