Summary of the contracting process

North Northamptonshire Council commissioned education outreach and inclusion support services for children attending mainstream schools, including assessment, intervention, short-term support and reintegration where children have special educational needs, disabilities or behaviour concerns. The framework covers six service areas: communication and interaction, cognition and learning, and social, emotional and mental health support for primary and secondary pupils; a social, emotional and mental health nurture unit for Key Stage 1; and a special educational needs and disabilities unit for social, emotional and mental health support at Key Stage 2. Services are delivered across North Northamptonshire, including Corby and Wellingborough. The work combines education, training, health and social work services and is relevant to specialist schools, academies, education providers and organisations supporting children with additional needs.

The procurement is complete and six single-supplier framework awards were made through an open procedure, with quality accounting for 100% of evaluation. Awards were made on 7 August 2026. Rowan Gate Primary School won the primary communication, interaction, cognition and learning lot for £925,000; Better Together Learning Trust won the secondary equivalent for £620,000. Maplefields Academy won the primary social, emotional and mental health lot for £657,000 and the secondary lot for £620,000. Woodnewton a learning community won the Key Stage 1 nurture unit lot for £200,000, while Park Junior School won the Key Stage 2 SEND unit lot for £270,000. Each contract runs from 1 September 2026 to 31 August 2027, with an option to extend for 12 months to 31 August 2028. The framework uses one supplier per lot without reopening competition.

This award demonstrates sustained demand from North Northamptonshire Council for specialist education outreach and inclusion provision across both mainstream primary and secondary settings. Suppliers well placed for a future requirement would need practical expertise in supporting children with special educational needs and disabilities, communication and interaction needs, cognition and learning needs, and social, emotional and mental health or behavioural difficulties. Relevant capability includes assessment, targeted intervention, parent and school support, reintegration planning, nurture provision and operation of specialist SEND units. The successful providers include primary schools, an academy and learning trusts, showing that credible delivery can come from education organisations with established school-based expertise. Small and medium-sized enterprises and voluntary, community or social enterprises were identified as suitable for every lot. A strong quality-led service model would be central to competing effectively.
