Summary of the contracting process

The NHS Central East Integrated Care Board is in the process of awarding a contract for the provision of palliative care services at Thorpe Hall Hospice and Moggerhanger in Cambridgeshire and Peterborough. The contract is set to be awarded following a Provider Selection Regime (PSR), which is not subject to the Public Contracts Regulations 2015. The standstill period has commenced, allowing providers to submit representations by 13 May 2026. Although the contract recommendation was approved on 16 January 2026, it is yet to be formally awarded. This contract spans a 24-month period, beginning on 1 April 2026, with a projected annual value of £1,909,000. Locations affected by this tender include regions UKH11, UKH12, UKH21, UKH24, and UKH25, under the health services category. Changes in the Integrated Care Board structures are anticipated, potentially affecting the governance boundaries as led by NHS England.

This tender presents significant business growth opportunities for large health service providers specialising in palliative care. With an indicative total contract value of £3,818,000, businesses with experience in delivering high-quality health services could find this tender appealing. The established provider, Sue Ryder, which has a proven track record in offering such services, may benefit from this direct award procedure. Due to the specialised nature of the services required and the limited competition framework, businesses well-versed in health sector intricacies and those capable of navigating regional structural changes will be particularly well-suited to both compete and succeed in this procurement process.
