Summary of the contracting process

Manchester City Council is procuring a young people’s wellbeing service, classified as health and social work services. The service will provide person-centred health and wellbeing support, accessible information and resources for young people, families and practitioners, peer-support opportunities, and workforce training and development. It will also create skills, participation and employment opportunities for young people with lived experience. The work is intended to promote positive physical and mental health and wellbeing, address wider social determinants of health, and reduce health inequalities through prevention and early intervention. The enquiry deadline was 23 September 2026, and tender submissions were due electronically by 11:00 on 9 October 2026 through the Chest portal; the award decision was due by 30 December 2026. The contract is scheduled to run from 1 April 2027 to 31 March 2030, with an option to extend to 31 March 2032. Its estimated value is £3,125,000 excluding VAT, or £3,750,000 including VAT. Evaluation is weighted 50% quality, 20% price, 20% social value and 10% environment. Economic and technical selection criteria apply, with requirements set out in the tender documents.

Once registered, applicants will be emailed a log-in and password which will allow them to gain access to the documentation relating to this opportunity The service will provide person-centred health and wellbeing support for young people; accessible health and wellbeing information and resources for young people, families and practitioners; peer support opportunities; workforce training and development; and skills, participation and employment development opportunities for young people with lived experience. The service will promote positive physical and mental health and wellbeing, address the wider social determinants of health, and reduce health inequalities through prevention and early intervention approaches.
