Summary of the contracting process

The City of Edinburgh Council, through the Edinburgh Health and Social Care Partnership, is procuring city-wide Community Harm Reduction and Recovery Initiation Services. The service will operate through local hubs across Edinburgh and support adults who experience problems related to drug or alcohol use, as well as people in recovery. It will help people begin or sustain recovery and manage community harm associated with substance use. This is a health and social care service, covering social work and wider community, social and personal services. The requirement is for one provider, or a consortium led by an established lead organisation, to deliver the core locality hub services across the city. The service is intended for delivery within Edinburgh and is relevant to organisations experienced in substance-use recovery, harm reduction and community-based support.

The procurement has reached tender: the Council invited offers through an open procedure under the light touch regime. Electronic tenders are to be submitted in English by 21 October 2026 at 12:00. The contract is planned to run from 1 April 2027 to 31 March 2034, comprising a four-year core period and a discretionary three-year extension. Its stated value for the full potential period is £16,517,844. The Council will first assess the Single Procurement Document and tender submission against exclusion and selection requirements; tenders that fail will not proceed to award evaluation. It will then assess award criteria and capacity to select the tender offering the best overall value for money. Electronic ordering and payment are provided for, and electronic invoicing is allowed.

This opportunity suits charities, third-sector organisations, specialist social care providers and consortia with a lead organisation that can deliver substance-use services through multiple local hubs. Applicants must demonstrate technical and professional ability, relevant operational capacity and the ability to provide consistent city-wide support. The selection requirements include a minimum general annual turnover of £4,719,384 in each of the last two financial years, a current ratio above 1.20, and employers’ liability insurance of £5 million, public liability insurance of £10 million and professional indemnity insurance of £5 million. Providers must address health and safety, PVG or Disclosure Scotland checks, UK data protection and ICO registration, payment of the Real Living Wage, prompt payment, and their response to the climate emergency.

Notice Description

The Edinburgh Health and Social Care Partnership (EH&SCP), through the City of Edinburgh Council (the Council), wish to tender for the provision of a city-wide Community Harm Reduction and Recovery Initiation Service, delivered via local hubs throughout the City. The Service supports people over the age of 18 who encounter problems as a result of substance use or who are in recovery from substance use. The Service facilitates initiation of recovery and provides help to manage community harm related to the use of drugs and alcohol across the city. Please see the attached document 'CT1428 Specification' for further details relating to the requirement.

The Council is seeking to appoint a single Provider (or a consortium of Providers with an established Lead Organisation) to deliver the specified service. An open procurement process will be followed where by the Single Procurement Document (SPD) will be utilised to identify suitable Tenderers in terms of compliance with the Public Contracts (Scotland) Regulations 2015 and/or the Procurement (Scotland) Regulations 2016/PR(S)A14 and the minimum standards and any other requirements set out in the Tender documents & Contract Notice. Thereafter an Award Criteria and Capacity evaluation will be undertaken to select the tender which represent the best overall value for money. Please see the attached documents for further detail on the intended process. Additional information: The potential contract duration is up to 7 years, broken down as follows: Core Contract Period: four years Optional Extension(1): three years Extension options will be undertaken at the sole discretion of the Council/EH&SCP. The contract value referred to in this notice is for the full contract period including optional extensions.
