Summary of the contracting process

Leicester City Council is currently exploring the commissioning of a Housing Support service for people using drugs and alcohol within Leicester. This initiative, titled "SCE0067 - Housing Support for people that use drugs and alcohol," is in its planning stage with a focus on conducting a soft market test to gather insights and gauge interest from potential service providers and stakeholders. The procurement process includes an engagement milestone scheduled to conclude on 13th July 2026, following a two-week extension. The anticipated timeframe for the commencement of the new contract is from 1st April 2027, and the service falls under the industry category of welfare services that are not delivered through residential institutions.

This tender provides a significant opportunity for small and medium enterprises (SMEs), as well as voluntary, community, and social enterprises (VCSEs), to contribute to a critical public service aiming to support vulnerable populations. The process is designed to create an inclusive environment where diverse organisations can express interest and present innovative service delivery models. Businesses with experience in providing welfare services, particularly in non-residential settings, are well-suited to compete. The emphasis on market engagement reflects the council's commitment to developing a service specification that is informed by the industry and community stakeholders, presenting growth opportunities for organisations looking to expand their involvement in public sector service delivery.

Notice Description

THIS IS NOT A CALL FOR COMPETITION. Leicester City Council (LCC) is considering commissioning a Housing Support for people that use drugs and alcohol for Leicester. It is anticipated, dependent upon an engagement exercise, that tenders for this service would be sought later in 2026 to enable a new contract to begin from 01/04/2027.
