Summary of the contracting process

Highlands and Islands Enterprise procured a strategic property development advisory service through a framework agreement. The work covers strategic advice, leading project delivery, support with securing external funding, town-planning advice, conceptual master planning and development protocols. The scope is indicative rather than exhaustive, with the full requirements set out in the procurement documents. It is classified as urban planning services, with related architectural, engineering, technical planning and construction consultancy activities. Delivery is across the Highlands and Islands of Scotland. The framework can also support property and development activity associated with Wave Energy Scotland, Orkney Research and Innovation Campus, Cairngorm Mountain and other participating public-sector organisations. The requirement is therefore suited to property, planning and development consultancies able to advise on complex public-sector projects and their delivery.

The procurement is complete and was awarded through an open procedure as a single-supplier framework. Six electronic bids were received, including four from SMEs. The award decision period began on 4 June 2026, with bid opening on the same date. Graham + Sibbald Property Consultants Ltd was selected, and the contract was signed on 30 July 2026. The contract value is £480,000; the four-year framework budget was stated as £460,000 to £500,000 excluding VAT, while the successful tender was evaluated at £380,340. The framework is expected to run for four years from August 2026, equivalent to 1,440 days, and may be modified to increase, reduce or add similar services. Evaluation comprised 40% price and 60% quality, covering delivery methodology, team, fair work, sustainability and pass/fail requirements.

This award demonstrates established demand from Highlands and Islands Enterprise for a consultancy combining property strategy, planning, master planning, project delivery and funding advice. A credible future competitor would need a multidisciplinary team with relevant professional experience across strategic development and town-planning work, together with the capacity to manage several project call-offs and changing service volumes. The procurement tested both framework-management and call-off-delivery methodologies, so suppliers would need practical systems for mobilisation, prioritisation, reporting and client coordination rather than relying only on technical advice. Staff names and qualifications were required, and the evaluation also considered management capability, fair work practices, sustainability, community benefits, cyber security and prompt payment. Experience of advising public bodies on external funding and development protocols would be particularly relevant, as would the ability to subcontract specialist funding-assistance advice where appropriate.
