Summary of the contracting process

Birmingham City Council commissioned consultancy services to assess supported housing needs in Birmingham and develop a Local Supported Housing Strategy. The work covers a Supported Housing Needs Assessment and requires coordination with the Council’s Public Health team, whose separate Support Exempt Accommodation Health Needs Assessment must complement the consultancy’s assessment and inform the strategy. This is a public-sector research, analysis and strategy assignment rather than a construction or housing-management contract. Delivery is in Birmingham. The procurement was for services classified under business consulting, covering areas such as consultancy and related professional support. The Council is the buyer and commissioning authority. The requirement was structured as a single package covering both the needs assessment and strategy development, so suppliers needed to provide an integrated service rather than a standalone report.

The procurement is complete and the contract was awarded through a below-threshold open competition. There was one lot and one final-stage bid. Quality represented 80% of the evaluation, including 10% for Social Value, while price represented 20%. The contract was awarded to Housing LIN Enterprises Ltd on 31 July 2026 for £155,500 excluding VAT, or £186,600 including VAT. The awarded contract period runs from 12 August 2026 to 11 April 2027. The original procurement described an eight-month contract commencing in July 2026 and estimated a value of £160,000 excluding VAT, or £192,000 including VAT. The tender submission deadline was 5 June 2026 at noon, and the enquiry deadline was 28 May 2026 at noon.

This award indicates demand from Birmingham City Council for specialist evidence-led consultancy on supported housing, local housing strategy and public-sector needs assessment. A credible competitor for a future requirement would need to understand supported housing provision, assess current and projected need, and turn evidence into a practical local strategy. It would also need to work effectively across council services, particularly housing and public health, and align its analysis with related assessments such as work on support-exempt accommodation. The evaluation weighting shows that a strong technical and methodological offer matters substantially more than price, with Social Value forming part of the quality assessment. Relevant experience in consultancy for local authorities, stakeholder engagement, data analysis, report production and strategy implementation would therefore strengthen a supplier’s position.
