Overview of the Requirement FCDO's Crisis Management Department (CMD) intends to procure professional media training services to support crisis preparedness training courses and semi-live crisis exercises in the UK and overseas. The service will provide a blend of theory, practical simulation, role-play journalist engagement, interview practice (including recorded interviews) and structured feedback for participants including senior leaders, communications staff and rapid deployment team members. Indicative scope includes delivery and support across the following outputs: - Crisis Leadership Course: classroom media theory and practical on-camera interviews; role-play journalist; immediate feedback; provide interview recordings. - Rapid Deployment Team Course: scenario-based immersive media simulation during field deployment; role-play journalists; provide equipment; feedback; support communications skills under pressure. - CMD-led large-scale semi-live overseas crisis exercises: pre-exercise training day(s) and practical exercise support; includes senior leader one-to-one interviews, smartphone filming/editing session, press/consular briefings, media injects, remote social media simulation, and post-exercise reporting/footage compilation. - Regional Crisis Advisor-led semi-live exercises: similar but smaller scale; typically one trainer in-country plus remote simulator support; some sessions may be delivered virtually. Ad-hoc support: webinars, operation of social media simulation, creation of mock news bulletins and mock newspaper front pages for exercises. Indicative delivery locations: - UK: London (FCDO King Charles Street) for Crisis Leadership Course elements; South of England (within 1 hour of Gatwick/Heathrow) for Rapid Deployment Team course at an external venue. - Overseas: Across the FCDO global network of Posts for crisis exercises (as required). - Remote/virtual: Some delivery may be via MS Teams and remote social media simulation.
