Summary of the contracting process

North Lanarkshire Council’s flexible framework covers social care and care at home for children, young people and adults assessed as needing support to shape, develop and achieve their chosen lives under Scotland’s Self-directed Support legislation. This fifth entry point was intended to add external providers to the Council’s existing framework. Services are delivered in North Lanarkshire. The requirement is for providers able to deliver person-centred support in people’s homes and other appropriate settings, as set out in the Council’s framework arrangements. The procurement is social work and care services, rather than a one-off supply of goods or construction project.

The process is complete and a contract has been signed. The Council used an open, single-stage application process for entry to its flexible framework; applicants submitted a completed standard selection questionnaire and service-delivery proposals, assessed by a Council panel. The contract was signed on 22 September 2026 and is valued at £820 million. Twenty-three providers were selected: Amare Healthcare Solutions, Angels Home Care Lanarkshire, Careline Home Support, Delight Supported Living, Divine Care and Support Services (Scotland), Friends For Life Healthcare Services, GMD Community Services, Heart Link Health Care Services, Hillview Healthcare, Medway Care Services, MENT Care Service, Mercy Hearts Care, SAMH, The Good Care Group Scotland, Zan Traders, 365 Care, Lilac Heart Homecare, Joklad Healthcare, Care Crew Scotland, Penuel Care Services, Caring Spirit Group, Time for You Care and Thistle Nursing Services. The framework is designed for ongoing review and provider choice.

This award shows demand for a broad provider base able to deliver flexible, person-centred care and support in North Lanarkshire, rather than a single-provider service. Twenty-five bids were received, including twenty-four from small and medium-sized businesses, and the selected group includes numerous smaller providers alongside a mental health charity. Credible competitors will need to be registered with the Care Inspectorate when applying, demonstrate a sound service-delivery proposal and maintain sufficient local capacity to support children, young people and adults with assessed needs. Staff assigned to work with supported people must be registered under the Protection of Vulnerable Groups scheme before starting work. Applicants should also be prepared for enhanced probity checks, including the possible sharing of tenderer information with Police Scotland, and meet the framework’s participation and exclusion requirements.

North Lanarkshire Council (the "Council") has already established a Flexible Framework with external providers ("Contractors") to support the critical Service Delivery to Children, Young People and Adults who have been assessed as requiring support to design, develop and achieve real lives in line with the Social Care (Self Directed Support) (Scotland) Act 2013. . This notice is for the fifth entry point, to supplement existing list of Contractors. This entry point is applicable for any potential Contractor that is not already on the Framework to tender their proposals to join. . This procedure is being carried out in accordance with The Public Contracts (Scotland) Regulations 2015, Regulation 74.

A detailed specification is contained within the main invitation to tender ("ITT") document which is accessible (and downloadable) from the Buyer Attachment area within the PCS-Tender system. . Contractors wishing to apply to join the Framework must be registered with Care Inspectorate at point of tender submission. . Service delivery must be carried out in accordance with the information provided within this Contract Notice, the ITT Document and the Council's Framework Agreement. Additional information: PLEASE BE AWARE OF THE EXCLUSION GROUNDS: Economic operators may be excluded from this competition if they are in any of the situations referred to in regulation 58 of the Public Contracts (Scotland) Regulations 2015.
