Summary of the contracting process

Oxfordshire County Council is procuring a micromobility transport service covering the operation of hire e-scooters and e-bikes (CPV 34420000 and 60000000). The requirement has two elements: an e-scooter and e-bike hire scheme across central Oxfordshire, including Oxford, Abingdon, Botley, Horspath, Kennington, Kidlington and Wheatley; and e-bike trials in the Science Vale area and Bicester. The second runs from 1 December 2026 to 30 November 2028, with a possible extension to 29 November 2030; its standstill ends 29 September 2026 and signature is scheduled by 8 October 2026.

This award demonstrates demand for a specialist operator able to deliver integrated e-scooter and e-bike hire rather than a separate vehicle or consultancy package. A credible competitor would need operational capability across urban and mixed-area networks, including fleet deployment, maintenance, charging or rebalancing, customer support and safe day-to-day service management. Experience of running micromobility schemes and e-bike trials would be directly relevant, as would the ability to support commuting, education and health journeys while improving accessibility and reducing reliance on cars. Suppliers should be able to monitor usage and public perceptions, contribute evidence on congestion, emissions and safety, and provide a strong social-value offer. The single-operator structure favours organisations with sufficient coverage, coordination and capacity to manage several Oxfordshire locations under one service.

Oxfordshire County Council (the Council) and its partners are inviting Tenders for the delivery of a 24-month e-scooter and e-bike hire service - the Oxfordshire Micromobility Scheme - to commence 1st October 2026, with an option to extend for up to a further 24 months. The Oxfordshire Micromobility Scheme has two components: 1. A hire e-scooter and e-bike scheme covering central Oxfordshire (so including Oxford and surrounding areas, for example, Abingdon, Botley, Horspath, Kennington, Kidlington and Wheatley). 2. Hire e-bike trials across the Science Vale area , and separately, Bicester. The Council is seeking to appoint a sole operator to provide both e-scooters and e-bikes for hire in Oxfordshire, with the Oxfordshire Micromobility Scheme contract replacing the current e-scooter contract and the e-bike voluntary Code of Conduct . The objectives of the Oxfordshire Micromobility Scheme are to: Support safe commuting to work and education and health. Reduce private car usage and congestion. Contribute towards the reduction in air pollution and carbon emissions. Monitor and improve perceptions and attitudes towards micromobility. Deliver a safe and accessible alternative travel.
