        "description": "The Council aims to contract with suppliers to provide and maintain a high quality, responsive arboricultural (tree) maintenance service for the whole City. The framework agreement contracts resulting from this procurement will commence on 1st April 2027. This procurement project will go through three stages, and this notice initially invites suppliers to participate in stage - 1 Invitation to Participate (ITP). The submission deadline for this stage is: 12pm 1st June 2026. Only suppliers that pass stage 1 will proceed to stage 2 - Onsite Assessment and only suppliers that pass stage 2 will be able to participate in stage 3 - Invitation to Tender. This procurement will be split into 3 Lots: Lot 1 North, Lot 2 South and Lot 3 Provision of Tree/Enquiry Inspections. Please see the documents in attached to this project on Intend for further details. If you have any clarification questions regarding stage 1 - Invitation to Participate, please submit them using Intend's project correspondence function. A clarification tracker document which be published on a regular basis detailing all clarification questions asked and the answers provided by the Council to these questions. The name of the supplier which asked the clarification question will NOT be included in the clarification tracker. - The deadline for submitting clarification questions for stage 1 is 12pm - 22nd May 2026",

            "features": "This procurement project will consist of three stages, and this notice initially invites suppliers to participate in stage - 1 Invitation to Participate (ITP). These stages are: Stage 1 - ITP (pass/fail) Stage 2 - Onsite Assessment (pass/fail) Stage 3 - Invitation to Tender (weighted score) Only those interested Participants who pass the first stage (ITP) will be invited to take part in the second stage - Site Visit Assessment. Selected Participants will be notified in writing that they have been invited to participate further in the procurement. Unsuccessful Participants will also be notified of the outcome of their request to participate in writing. The second stage of this Procurement Process will consist of a site visit. During the visit interested Participants will be assessed against a defined criterion set out in: Appendix 7 - Onsite Assessment. Participants must pass all defined criteria of the Onsite Assessment in order to proceed. Only those suppliers who pass the second stage assessment will be invited to take part in the third stage - Invitation to Tender (ITT). The Council will then issue an Invitation to Tender (ITT) to those Participants who successfully pass the second stage site visit assessment. Following the submission of tenders, the Council will assess the tenders to determine the most advantageous tender and award the framework agreements for each Lot on the basis of that assessment. This procurement will be split into 3 Lots: Lot 1 North, Lot 2 South and Lot 3 Provision of Tree/Enquiry Inspections The framework agreements (FA) for Lot 1 and Lot 2 will be awarded to two separate contractors (one for each Lot), for provision of all arboricultural services (except those services covered by Lot 3) in the North (Lot 1) and South (Lot 2) of the city of Birmingham. Lot 3 will cover tree enquires and inspections as well as the appointment of an arboriculturalist to carry out this service for the whole of Birmingham. Five suppliers will be appointed to Lot 3 and being awarded a contract for Lot 1 or Lot 2 will not preclude a supplier from being awarded a contract for Lot 3. Work will be offered to the five suppliers on the basis of ranking their total tender submission scores so that the work is first offered to the supplier with the highest score.
