Summary of the contracting process

North East Lincolnshire Borough Council is procuring housing-related support services for people sleeping rough. The requirement covers two linked service areas: short-term resettlement accommodation and support, plus outreach, engagement and hub services. The work includes helping rough sleepers access accommodation, support planning and ongoing assistance, with service delivery arrangements including Marmot Place. It is a social work and related services contract (CPV 85300000), delivered for the Council in North East Lincolnshire. The wider housing-related support programme is being procured through separate lots, but this opportunity concerns Lot 3 only. The Council is also considering a future 24/7 warm or cool space where rough sleepers can access shelter when they have no other option.

Evaluation is 70% quality and 30% cost, subject to a budget cap: service delivery and outreach quality each carry 15%; staffing, training and workforce capacity 10%; support planning and mobilisation 10% each; Marmot Place and social value 5% each. Economic, insurance, modern slavery and registered-provider requirements are pass/fail.

This opportunity suits established housing-support, homelessness and social care providers able to deliver both accommodation-based resettlement support and community outreach, engagement and hub services. Suppliers need demonstrable workforce capacity, appropriate staffing and training arrangements, service continuity planning, support-planning expertise and the ability to mobilise and implement the service. The provider must be a Registered Provider recognised by the Regulator of Social Housing, or tender in a consortium with one. Bidders must maintain the required employer’s liability, public liability and professional indemnity insurance and meet the Council’s economic and financial standing requirements. Relevant organisations must also comply with the Modern Slavery Act statement requirements. The Council has indicated that small and medium-sized enterprises and voluntary, community or social enterprises are suitable participants.

Options: The Authority is considering developing a 24/7 Warm Space provision for Rough Sleepers. This would be a modification to the contract during its lifetime. The Provider shall work with the Authority to explore the feasibility of developing and implementing a 24/7 warm/cool space for rough sleepers. This would be a space where any rough sleeper could go to sit and have shelter if they have no other options available to them. This would be subject to this being agreed with the provider and depending on performance, budget availability and business requirements.

Renewal: The initial duration of the contract is for a period of three (3) years. There is a further possibility of two (2) further twelve (12) month extension periods, depending on performance and business requirements.
