Notice Description
Birmingham City Council (BCC) is undertaking preliminary market engagement in relation to a potential construction professional services framework to support the delivery of high-quality, cost-effective services across the sector, which may include areas such as planning, surveying and project management. BCC has a substantial and diverse construction-related professional services spend profile, underpinned by a broad pipeline of projects across a range of types, values and levels of complexity. This activity supports a property, plant and equipment portfolio valued at approximately PS7 billion, alongside ongoing expenditure relating to the maintenance and improvement of schools, transport infrastructure and housing provision. Birmingham City Council intends to utilise this framework to actively support the growth of Birmingham and wider West Midlands-based businesses. Through its design and operation, the framework aims to create accessible opportunities for local suppliers, including SMEs, and encourage participation across the regional supply chain. BCC is committed to leveraging its procurement activity to generate positive economic impact, strengthening local capability, creating jobs, and contributing to inclusive and sustainable economic growth within the region. The scope is likely to include both general construction advisory services and specialist packages, creating a structured approach that can address current gaps in provision, support high-volume areas of spend, and enable a more efficient and consistent procurement route. The lotting structure is designed around BCC's needs and is likely to cover development and regeneration advisory, project management, site development and residential asset strategy. For suppliers, this framework represents a significant opportunity to access a strong and sustained pipeline of works through a single, strategic route to market. It is intended to reduce bidding friction, provide greater visibility of upcoming opportunities, and enable longer-term planning and investment. BCC is seeking to engage a diverse range of capable suppliers who can deliver quality, innovation, and social value, and who are interested in building a longer-term delivery relationship. Early engagement will help shape the final design of the framework, ensuring it is commercially viable and accessible to the market. This framework will form part of BCC's wider suite of compliant routes to market, including the recently established highways framework. Subject to final arrangements, it may also be made available for use by other local authorities and public sector organisations across the West Midlands, further increasing the potential pipeline available to appointed suppliers. This notice is based on a closed framework with a 4 year term but we reserve the right to go forward with an alternative term or framework (such as on open framework). The purpose of this engagement is to: * Inform the proposed framework structure and lotting approach * Understand market capacity across contractors and specialist trades * Gather feedback on commercial models, pricing mechanisms, and risk allocation * Explore how the framework can best support SMEs, local suppliers, and supply chain participation * Ensure the framework is attractive to both regional and national contractors The Council will be using its free to use e-tendering system (in-tend) for the administration of this procurement process and potential suppliers must register with the system to be able to express an interest. The purpose of this RFI is to better understand market capability, capacity, and appetite, as well as to inform the proposed lotting structure, commercial approach, and overall framework design. BCC welcomes responses from a broad range of suppliers, including national, regional, and local providers, and is particularly interested in understanding how the framework can be designed to encourage competition, innovation, and meaningful social value delivery within Birmingham. BCC may contact respondents for clarification or further engagement. No additional rounds of preliminary market engagement are planned at this stage, although the Council reserves the right to change this and conduct additional rounds at the Council's discretion.
