Notice Description

Braintree District Council (the Authority), through the Essex Procurement Partnership (EPP ), is seeking to engage with the market and obtain expressions of interest ahead of the procurement of Tree Management. The contract will cover the provision of arboricultural (tree management) services across the Authority's estate, primarily parks and open spaces, corporate land (including leisure centres, business parks and other public amenity areas) and, where instructed, occasional highway verges and other sites under the Authority's control. The service will be required to support the Authority's duty of care, manage risk to the public and property, and maintain the health and sustainability of the tree stock. It is anticipated that this procurement will be carried out as an Open Tender Process with a possible view to create an internal (Authority only) framework appointing between 3 to 5 suppliers. A final decision regarding the route to market will be made after market engagement has been completed.

This PME exercise is intended to: • Engage with the market to gather insights and feedback on the proposed approach/delivery model. • Understand supplier capabilities, innovations (including approaches to inspections, programming, plant and fleet, biosecurity, and utilisation/disposal of arisings), and potential delivery models. • Inform the development of a specification including performance measures and mobilisation expectations, and procurement strategy that reflects market conditions and best practice. • identify any risks, barriers or opportunities to improve feasibility and value for money. Participation in this PME is not a prerequisite for any future procurement but is strongly encouraged to help shape a more effective and informed commissioning process.
