Summary of the contracting process

Northern Housing Consortium Ltd established a product catalogue framework for sustainable energy and resilience products, including batteries and photovoltaic solar panels. The framework supports members in purchasing these products and arranging their installation through call-off contracts. Suppliers provide catalogues identifying compliant products and prices, allowing housing-sector members to select and purchase suitable equipment directly or through further competition between suppliers offering similar products. The buying organisation is Northern Housing Consortium Ltd, based in Sunderland. Delivery covers the United Kingdom, for use by current and future Consortium members, including Teckal companies and subsidiaries wholly owned by those members. The procurement is for goods, with solar energy, solar panels and batteries as the main product areas.

The procurement is complete and was run as an above-threshold open procedure. Two valid bids were received, both from SMEs, and both Kight Powerhub BESS (Scotland) Ltd and Solo Home Energy Ltd were awarded places on the single-lot framework. The award date was 14 August 2026 and the contract was signed on 15 September 2026. The awarded and contracted value is £500,000,000 gross. The award contract runs from 17 September 2026 to 16 September 2030. The framework permits direct awards from catalogues and further competitions. Evaluation required a compliant product catalogue and a minimum score of 3 out of 5 for each quality criterion: supply chain and sustainability, ordering, delivery, customer service and product innovation, alongside price. A winning supplier contribution of up to 3% plus VAT may apply at call-off.

This award demonstrates substantial, recurring demand from housing-sector buyers for catalogued batteries and photovoltaic solar products, with installation arranged through call-offs. Suppliers well placed for a future requirement would need a compliant, competitively priced product catalogue covering relevant equipment, backed by reliable product supply chains and demonstrable sustainability. Operational credibility would also depend on robust ordering processes, dependable UK-wide delivery and responsive customer service. Product innovation is an explicit quality consideration, so businesses able to show improved energy, resilience or installation solutions may be well suited. The framework accepted SMEs and required economic and technical capability under the tender requirements. Suppliers should be able to support both direct catalogue purchasing and further competitions between providers of comparable products.
