                    "rationale": "Description of Modification DWP has modified the contract to extend the contract term by 30 days. The modification is time-only and does not alter the scope, nature or purpose of the services. There is no increase to the contract value. The original transitional contract period was from 20 April 2026 to 13 June 2026. The contract term has been extended until 13 July 2026. This represents an increase in term of 55.6%. The modification does not alter the overall nature of the contract and no additional services are being procured. Ground for Modification Schedule 8 Paragraph 4 of the Procurement Act 2023 - Unforeseeable Circumstances. Justification DWP intended to transition to a replacement contractual arrangement following expiry of the transitional media buying contract. However, the replacement arrangement could not be implemented within the planned timescales because the required Service Level Agreements had not been finalised through the Government Communication Agency (GCA) approval process. As a consequence, the replacement service could not commence as anticipated. To ensure continuity of media buying services and maintain DWP's ability to secure advertising inventory, DWP extended the existing transitional contract until 13 July 2026. The modification does not change the overall nature of the contract, does not alter the scope of services and does not increase the contract value. The extension is limited to the period necessary to facilitate implementation of the replacement arrangement.",
