Summary of the contracting process

The London Borough of Redbridge is extending its existing Dynamic Purchasing System (DPS) for the supply of temporary accommodation services, focusing on real estate services (CPV: 70000000). This extension will commence on 12th May 2026 and will continue until 23rd February 2029. The procurement is in the tender stage and operates under a selective, restricted procedure. It covers the provision of services aimed at supporting the needs identified under the Housing Act 1996, involving private sector leasing and nightly let accommodation within the region of UKI. Key stakeholders include the London Borough of Redbridge as the buyer and the High Court, Royal Courts of Justice, providing review and contact support. The total estimated value associated with this DPS, from its inception in 2020 through its extension, amounts to £306,775,000 (excluding VAT), with this latest extension valued at £96,415,000.

This tender presents a significant opportunity for businesses in the real estate services sector, particularly those specialising in temporary accommodation and accommodation management services, to engage with a substantial public procurement initiative. Organisations capable of providing self-contained units for private sector leasing or nightly let accommodation can benefit from this DPS. The dynamic purchasing structure allows for continuous application throughout its validity, providing flexibility for businesses to join if they meet selection criteria. This opportunity is well-suited for businesses with expertise in managing accommodation for vulnerable populations, as well as firms adept at navigating local authority housing requirements. As the system facilitates the discharge of duties within the Private Rental Sector, it represents an avenue for growth for enterprises equipped to handle large-scale accommodation management.

Lot Information

Lot 1

All Local Authorities have a statutory duty under the Housing Act 1996 Part VII, (as amended by the Homelessness Act 2002) where appropriate, to provide temporary accommodation for homeless applicant spending investigations into their application. Local Authorities also have additional statutory powers to provide help and assistance to other categories of people. Often this requires Local Authorities to provide accommodation to some of the most vulnerable members of the community including, for example, people with mental health issues, physical disabilities and learning disabilities. Local Authorities are also bound by statute to provide suitable temporary accommodation to applicants who are then assessed as homeless until a homeless household can obtain a settled housing solution. This dynamic purchasing system is to be established to secure Private Sector Leasing and/or Nightly Let accommodation plus giving the Local Authorities the ability to discharge their duty into the Private Rental Sector. Definitions of these property types are: Private Sector Leasing (PSL) scheme procurement and management of self-contained units of furnished / unfurnished accommodation on a lease (normally 3 years). Nightly Let - procurement and management of self contained units of furnished accommodation used as nightly accommodation
