Summary of the contracting process

Torbay Council, a sub-central public authority in the UK, is planning a procurement process for ecological and geological services for the Lummaton Quarry Site of Special Scientific Interest (SSSI), located within the English Riviera UNESCO Global Geopark. This site requires significant ecological and geological work to restore it to a favourable condition. The procurement process is currently at the planning stage, with an Expression of Interest (EOI) deadline set for 18 May 2028. Interested suppliers must submit their completed EOI documents via the ProContract e-tendering system. The overall project timeline includes a contract period from 1 October 2026 to 31 March 2027, with a future notice expected by 30 June 2026.

This tender presents opportunities for businesses specialising in geological consultancy services within the ecological and geological sectors, particularly those having expertise in dealing with sites of scientific importance. Small and medium-sized enterprises (SMEs) are encouraged to participate, offering potential growth pathways by contributing to a high-value project with a gross budget of £240,000. The project is expected to restore the site and improve its accessibility for scientific and educational purposes, thus providing companies with a prestigious project that aligns with both national and international environmental standards.

Notice Title

PLA26092 Lummaton Quarry SSSI

Notice Description

Lummaton Quarry Site of Special Scientific Interest (SSSI), comprising Units 1, 2 and 3, is a nationally and internationally important geological site forming part of the English Riviera UNESCO Global Geopark. The site contains significant Devonian-aged fossiliferous limestone exposures, including the Lummaton Shell Beds, which are of very high scientific, educational and geodiversity value. Over time, much of the quarry has become overgrown with scrub, trees and dense vegetation, significantly reducing the visibility and accessibility of key geological features. This has contributed to parts of the SSSI being assessed as "Unfavourable Declining", with some areas no longer accessible for research or educational use. The Conservation and Enhancement Scheme (CES) Agreement between Natural England and Torbay Council establishes a formal programme of highly specialised ecological and geological works to restore the site to favourable condition and ensure its long-term management.

Planning Information

This Expression of Interest (EOI) is to identify if there is interest within the market for the provision of Ecological and Geological services as laid out within the expression of interest document. PLEASE NOTE: Interested Suppliers are required to fully complete sections C1 and C2 of the Expression of Interest document, and return the document (as an attachment) through the 'Messaging' facility for this opportunity on the ProContract e-tendering system, by the deadline of 18/05/2028 at 12:00 noon. In order to provide unrestricted, full, direct and free of charge access to the EOI Documents the Authority is providing the Documents in the Opportunities Area of the ProContract e-Tendering portal at www.supplyingthesouthwest.org.uk
