City of York Council (CYC) is beginning scoping work for a new local plan, to be produced under the new plan-making system introduced by the Levelling Up and Regeneration Act 2023. A key piece of evidence supporting the new local plan will be a housing needs assessment. This will also be required to support the production of CYC's Housing Strategy.
