Relevant preparation includes access to qualified clinicians, nursing and general medical capability, remote consultation delivery, and the secure IT infrastructure and software needed for a remote-only model. Suppliers should be able to adapt service delivery to different environments and provide a consistent national solution while demonstrating value for money. The Home Office is specifically seeking market insight on supplier capability and appetite, so organisations with experience designing flexible healthcare models, remote clinical pathways or multi-site services will be well placed to contribute. SMEs and VCSEs are expressly considered suitable.

Notice Description

The Home Office seeks to engage suppliers for the provision of healthcare services at short-term holding facilities and ports of entry across the UK. These services will support individuals whilst detained for short periods of time including in, but not limited to, short-term holding facilities as defined under the Short-Term Holding Facilities Rules 2018 (as amended), where individuals can be held up to 24 hours. The Authority is seeking a flexible, responsive and value for money healthcare solution that meets the basic needs of individuals and can be flexible to different service environments; the short-term holding facilities are located at different location types across the UK which include Airports, Seaports, and Reporting Centres. Remote Healthcare Services: This market engagement aims to understand supplier capabilities and appetite, to further refine the Authority's specification and gather feedback on the proposed approach of remote healthcare services. This includes gaining further understanding of both the provision of Clinicians to undertake remote consultations and the provision of IT infrastructure required to deliver a remote only healthcare service. The content of this Notice, including the nature of services and the start date of the contract, is subject to change. The contract is expected to commence in early 2028. The length of contract has not been confirmed yet. For the purposes of this Preliminary Market Engagement Notice, the estimated contract value has been listed as PS0. This figure does not reflect the expected final value of the contract. The actual estimated value is currently being finalised and will be shared later.

Planning Information

Participants must first be registered on the Home Office eSourcing Suite (Jaggaer). Registration can be completed online at https://homeoffice.app.jaggaer.com/web/login.html by selecting the “Register Here” link. A valid DUNS number from Dun & Bradstreet is required for the organisation being registered. To access the market engagement documents, suppliers must sign the Non-Disclosure Agreement (NDA), which can be downloaded from Jaggaer under Project_20280. An email should be sent to Healthcare.STHF@homeoffice.gov.uk. The email should be titled "Healthcare at Short Term Holding Facilities – Expression of Interest" and must clearly state the supplier’s interest in participating in the Market Engagement. The email should include the supplier’s organisation name, contact name, email address and contact number. Once the NDA has been signed and the email submission is complete, the Market Engagement documents will be made available through an invitation to the PQQ event under Project_20280 on Jaggaer. All suppliers, who sign the NDA, will be invited to complete a Supplier Questionnaire to provide their insight. To ensure fairness, transparency, and equal treatment, all suppliers will have access to the same information that was made available to all suppliers during the initial preliminary market engagement under the previous published notice (2026/S 000-043496). This includes the background note, virtual industry day pack, subsequent Q&A responses and previous questionnaire (which suppliers are also welcome to complete if they choose). All written engagement with suppliers will be managed through Jaggaer, except for the Expression of Interest email.
