Summary of the contracting process

Wiltshire Council is procuring dog kennelling services for its statutory stray-dog function. The service covers the seizure and temporary detention of stray dogs found in public places, including their care while owners are traced or come forward, and the lawful disposal of unclaimed dogs after the statutory detention period. The requirement is for an organisation able to operate suitable kennels and board dogs safely under the council’s arrangements. This is a public-sector animal-care and kennel-management service rather than a supply of goods or construction work. The relevant classification is CPV 98380000, dog kennel services. Delivery is for Wiltshire Council’s stray-dog service, with the council acting as the buyer.

The procurement has reached tender: the council invited offers through an open procedure. It is a single-lot services contract, with electronic submissions allowed in English through the ProContract e-portal. The enquiry deadline was 24 September 2026 at 16:00, and the tender submission deadline is 6 October 2026 at 14:00. The contract is scheduled to run from 1 April 2027 to 31 March 2031, with a possible maximum extension to 31 March 2035; renewal arrangements describe four years, reviewed every two years. The estimated value is £301,923 excluding VAT, or £362,313.60 including VAT. Award is due by 15 January 2027. Price and quality are weighted equally at 50% each.

This opportunity suits established dog-boarding and kennel operators, animal-care providers and specialist organisations with the operational capacity to receive, accommodate and manage stray dogs for a public authority. Bidders must hold, or commit to obtain before the contract starts, a valid Animal Activity Licence authorising dog boarding and kennel operation under the Animal Welfare (Licensing of Activities Involving Animals) (England) Regulations 2018, or an equivalent licence applicable to their organisation. Compliance with the regulations and all associated licence conditions must be maintained throughout the contract. The requirement is identified as suitable for small and medium-sized enterprises and voluntary, community or social enterprises, so smaller specialist providers and mission-led organisations may be well placed to compete.
