Summary of the contracting process

Borough of Telford & Wrekin commissioned specialist health and social care services for adults with learning disabilities, autism, mental health needs and acquired brain injuries. The requirement covers person-centred support, including employment and training, friendships, relationships and community participation, independent living and good health. Providers may also need to support young adults during transition under Preparing for Adulthood principles, with appropriate registration. Services are delivered in suitable locations across Telford and Wrekin. The framework has four service areas: Living Well, Regulated Community Support, Specialist Complex Community Support and Residential Services. It is a multi-provider arrangement for health and social work services, accommodating different levels of need and complexity.

The procurement is complete and awards were made on 27 July 2026 under an open procedure for a closed framework using reopening competition. Four lots were awarded: Living Well, Regulated Community Support, Specialist Complex Community Support and Residential Services. Applicants had to apply for Lot 1 and could apply for any combination of the remaining lots. Awards were made to 62 providers, with individual awards valued at £1 million, £2 million or £5 million, and several providers appointed across multiple lots. The framework’s estimated value is £65 million excluding VAT, or £78 million including VAT. Awarded contract periods run from 1 September 2026 to 31 March 2028. Each lot was evaluated using pass/fail quality questions on knowledge and capability to deliver.

This procurement demonstrates sustained local demand for specialist care providers able to support adults with learning disabilities, autism, mental health needs and acquired brain injuries across a range of complexity. Credible competitors would need established experience delivering person-centred care, with evidence of capability rather than a purely price-led offer. Relevant operational strengths include community support, regulated care, complex needs provision and residential services, with the capacity to work across more than one service area where appropriate. Providers supporting young people moving into adulthood would need suitable registration and the ability to apply Preparing for Adulthood principles, including outcomes for employment, training, relationships, independent living and health. The appointed provider base includes both SMEs and larger organisations, as well as a voluntary and community sector organisation.

Notice Description

Telford & Wrekin Council are looking to receive applications from Providers to join a multi-provider Framework to deliver specialist care services for Adults with Learning Disabilities, Autism, Mental Health and Acquired Brain Injury needs, in suitable locations. We want to work with established, experienced providers who deliver a curious, compassionate and solution focused approach central to delivering a person-centred service. The services we intend to commission are intended for adults, but it is expected that providers, where appropriate have the correct registration to support young adults during transition and working in line with the Preparing for Adulthood (PfA) principles and support delivery of outcomes around employment and training, friendships, relationships and communities, independent living and good health. The services will be split into 4 Lots covering increasing levels of need and complexity.
